Mississippi Plumbing Project Thresholds: When You Need a State License vs. Local Only
The Dollar Amount on the Contract Determines Which License You Need
Mississippi's dual-tier licensing system means your licensing obligations change based on the value of each project. Below certain dollar thresholds, a local master plumber trade card may be the remaining local layer for direct work. Residential plumbing subcontractors on qualifying residential construction or improvement projects require an MSBOC license regardless of dollar amount. Above the applicable thresholds, you need an active MSBOC state contractor license — and operating without one is illegal, regardless of how long you've held your local credential.
The thresholds are clearly defined by statute, but the details trip up plumbers who don't read the fine print.
The Three Threshold Categories
Residential Remodeling: $10,000
Any residential remodeling, alteration, addition, or specialty trade improvement project valued over $10,000 requires an MSBOC license. The $10,000 includes the combined cost of all labor, materials, and equipment — not just your labor charge.
This is the threshold that catches the most plumbers. A bathroom remodel that involves moving supply and drain lines, installing new fixtures, and tiling can cross $10,000 easily. If the total contract value exceeds that amount, you need state licensing.
New Residential Construction: $50,000
New single-family or multi-family residential construction valued over $50,000 triggers the MSBOC requirement. Residential plumbing subcontractors performing work on a qualifying residential construction or improvement project must also be licensed regardless of the subcontract value.
Most new residential construction in Mississippi exceeds $50,000, so this threshold effectively means any new-build plumbing contract requires state licensing.
Commercial Projects: $50,000
Any commercial, institutional, industrial, or public works project exceeding $50,000 requires an MSBOC license. Like residential new construction, the threshold applies to the total project value.
The Subcontractor Trap
Here's where it gets tricky. Residential subcontractors performing plumbing work on a residential construction or residential improvement project must hold an active MSBOC license regardless of the dollar amount of the construction, improvement, or individual subcontract.
Some plumbers assume that working as a subcontractor under a licensed general contractor exempts them from state licensing. It doesn't for a qualifying residential plumbing subcontractor; the MSBOC requirement applies regardless of the subcontract value.
The exception is W-2 employees working under a licensed employer. If you're performing plumbing installations as a direct employee (not a 1099 subcontractor), the employer's license covers the work. You still need a local trade card if the municipality requires one, but the state business license obligation falls on the employer.

How to Calculate the Contract Value
The MSBOC defines the project threshold as the total contract value, which legally includes:
- All labor costs
- All materials and supplies
- All equipment costs
Do not assume that splitting a project into multiple smaller invoices changes the total contract value. A $15,000 bathroom remodel billed as three separate $5,000 invoices remains a $15,000 project under the total-value approach.
What Happens If You Exceed the Threshold Without a License
Operating above the thresholds without an MSBOC license exposes you to:
- Civil penalties up to $500 per violation from the MSBOC
- Loss of mechanic's lien rights — unlicensed work can jeopardize your ability to file or enforce a lien
- Contract consequences — consult Mississippi construction counsel about whether unlicensed work affects contract enforceability in your situation
- License suspension or revocation if you already hold an MSBOC license for a different classification
The lien rights issue is the most damaging in practice. If a client doesn't pay you on a $25,000 job you performed without proper state licensing, you may lose the ability to secure the debt with a construction lien.
Planning Around the Thresholds
