The Master Card Is Local, Not State

Mississippi does not issue a statewide master plumber license. The master plumber credential — the trade card that lets you pull permits, supervise apprentices, and serve as the responsible party on job sites — is administered by individual cities and counties.

This is the most frequently confused point in Mississippi plumbing. The state has no plumbing board. The Mississippi State Board of Contractors (MSBOC) licenses business entities, not individual tradespeople. Your master plumber card comes from Jackson, Gulfport, Southaven, Tupelo, or whichever municipality you work in.

What a Master Card Authorizes

The local master plumber credential gives you:

• Permit authority — you can pull plumbing permits as the responsible party of record in that jurisdiction
• Supervisory authority — you can supervise registered apprentices and journeymen on job sites
• Bond eligibility — once you register your surety bond with the local building department, you can sign for permit applications
• Business foundation — the master card is the prerequisite for operating an independent plumbing business at the local level

Without this credential, you can't run your own plumbing operation, even for small residential jobs in incorporated cities that require permits.

Requirements for the Local Master Exam

Requirements vary by municipality, but the general pattern across Mississippi cities is:

Experience: Additional years working as a licensed journeyman beyond the initial 8,000 to 10,000 hour apprenticeship. The exact requirement depends on the local examining board.

Application: File a competency application with the municipal building department. Southaven charges $100 for a master application. Other cities set their own fees.

Exam: Most municipalities use ICC or SBCCI-proctored exams based on the International Plumbing Code. The master exam is more comprehensive than the journeyman version, covering supervision requirements, business management basics, and advanced code application. Passing scores typically range from 70% to 75%.

Documentation: Employer letters, supervisor attestations, and proof of active journeyman status to verify your qualifying experience.

Bonds and Insurance

After passing the master exam, you need to register a surety bond and insurance with the local building department before you can pull permits:

Surety bonds vary by city:

• Tupelo: $5,000 plumber-specific bond
• Vicksburg: $5,000 plumbing contractor bond
• DeSoto County: $5,000 plumbing bond
• Southaven: $10,000 general contractor license bond

Liability insurance minimums vary too:

• Jackson: $500,000 per occurrence / $1,000,000 aggregate
• Gulfport: $100,000 per occurrence / $300,000 aggregate (and Gulfport exempts the local bond if you hold an active MSBOC Certificate of Responsibility)

These local requirements are separate from and in addition to the state MSBOC insurance requirements ($300,000/$600,000) if you also hold a state contractor license.

Master Card vs. State Contractor License

These are two different credentials serving different purposes:

Most independent plumbing contractors need both. The local master card lets you pull permits and supervise work. The state license lets you legally bid on and perform projects above the MSBOC thresholds.

A common mistake: getting the MSBOC state license but skipping local registration. You're licensed at the state level, but the first time you try to pull a permit in Jackson or Gulfport, the building department rejects your application because you don't have a local master card and registered bond.

MSBOC Plumbing Classifications

Once you're ready for the state level, the MSBOC offers three plumbing-related classifications:

Residential Plumbing Specialty — Limits the business to residential plumbing installations, maintenance, and repairs over $10,000 for remodeling or over $50,000 for new construction.

Commercial Plumbing Specialty — Authorizes unlimited commercial and residential plumbing work, excluding fuel gas or boiler systems (those require separate endorsements). Requires $20,000 minimum net worth.

Mechanical Contractor Major Classification — The broadest credential, covering all heating, cooling, ventilation, refrigeration, piping, ductwork, and plumbing. Requires $50,000 minimum net worth.

Each classification has a corresponding qualifying trade exam through PSI, in addition to the Law and Business Management exam; reciprocity may waive the trade exam.
