What the Master License Means in Missouri

The master plumber license is the highest individual trade credential in Missouri. It authorizes you to serve as the designated supervisor (qualifying party) for a plumbing contracting business — the person who assumes legal responsibility for code compliance on every permitted project the company takes on. Without a master on staff, a plumbing business cannot pull permits or contract with the public.

Under local ordinances, a master plumber can serve as the qualifying party for only one business entity at a time.

Experience Requirements by Jurisdiction

RSMo Chapter 341 sets a statutory baseline: age 25 with at least three years as a licensed journeyman. But home-rule cities have established their own standards, and most are more accessible:

• Kansas City: 1 year as a licensed journeyman, age 21+, plus 2 reference letters from licensed plumbers
• St. Louis County: 2 years of active journeyman experience
• Springfield: 4 years as a certified journeyman, or 10 years of practical trade experience
• Jefferson City: 2 years as a licensed journeyman or 12,000 total trade hours
• Columbia: 2 years as a journeyman with 12,000 total hours

Kansas City's one-year path from journeyman to master is the fastest in the state. If you hold a KC journeyman card and have been working steadily, you could sit for the master exam within 12 months.

The Master Exam

Each jurisdiction selects its own exam vendor and format:

The ICC G27 exam covers the International Plumbing Code and International Fuel Gas Code at the master level. Acceptance depends on the local jurisdiction.

St. Louis County's IAPMO-administered master exam carries the steepest testing fees, and they are rising: the in-person written exam reaches $325 by January 2027, up from $225 at baseline. Budget accordingly.

From Master to Contractor

Holding a master plumber card does not automatically make you a contractor. The contractor license is a separate business-level credential that requires:

1. Business registration — File an LLC or corporation with the Missouri Secretary of State
2. State tax enrollment — Obtain a sales tax number from the Department of Revenue
3. Local tax clearance — In Kansas City, Springfield, and St. Louis City, you need a Statement of Clearance proving all local taxes and personal property taxes are paid
4. Surety bond where required — Amounts range from $5,000 (Jefferson City) to $25,000 (Jefferson County), naming the local jurisdiction as obligee
5. General liability insurance — $500,000 to $1,000,000 per occurrence depending on jurisdiction
6. Workers' compensation — Required for any construction firm with one or more employees (stricter than the general five-employee threshold)

The master plumber named on the contractor application must be a full-time employee or owner of that business. You cannot lend your credential to another company.

The Designated Supervisor Trap

Some journeymen pass the master exam thinking they can qualify a friend's company while keeping their current day job. Local ordinances prohibit this — you must be full-time and active with the single business entity you qualify. If you leave, that company loses its permit-pulling authority until they designate a replacement. This makes the master plumber the most strategically valuable person in any plumbing operation.
