Mississippi HVAC Insurance Requirements
Insurance isn't an afterthought in Mississippi's contractor licensing system — it's woven into the license itself. Commercial CGL Minimums
Commercial HVAC license applicants must carry a Commercial General Liability (CGL) policy with minimum limits of:
- $300,000 per occurrence
- $600,000 in the aggregate
These are the state board's minimums. Many commercial clients and general contractors require higher limits — $1 million per occurrence is common in commercial bid specifications — but the MSBOC won't issue your license without at least $300,000/$600,000 in place.
Residential CGL: State vs. Local
The MSBOC does not mandate a specific minimum CGL dollar amount for residential trade contractors at the state level. However, this doesn't mean you can skip insurance.
Municipal building departments frequently require proof of active residential CGL coverage as a condition for pulling local mechanical permits. Coverage requirements vary by city, typically ranging from $50,000 to $500,000 depending on the jurisdiction. Even if the state board doesn't set a floor, your local building counter likely will.
The Certificate Holder Requirement
This is the mechanism that makes Mississippi's insurance enforcement automatic. All insurance certificates must list the Mississippi State Board of Contractors as the designated certificate holder:

When the MSBOC is the certificate holder, your insurance carrier is contractually obligated to notify the board immediately if your policy is cancelled, modified, or allowed to lapse. The board doesn't wait for you to self-report — they find out from your insurer.
A coverage lapse — even a brief one caused by a missed premium payment or a carrier switch where the new policy doesn't take effect before the old one expires — triggers immediate license suspension. Not a warning letter. Not a grace period. Immediate suspension.

Workers' Compensation Threshold
Mississippi requires workers' compensation insurance for any contracting business that employs five or more workers. This count includes full-time employees, part-time workers, and working business officers.
If you hit five workers, you must file an active workers' compensation certificate with the MSBOC. The same certificate holder rules apply — the board receives automatic notification if the policy lapses.
A common mistake: a sole proprietor with three employees hires a fourth part-timer and doesn't realize they've crossed the threshold. If the MSBOC discovers five or more workers without a comp policy on file, they can suspend the license.
Insurance at Application vs. at Renewal
When you first apply for a license, the MSBOC requires your insurance certificates as part of the application package. The board won't process your application without them.
At renewal, the board verifies that your coverage remains active through the certificate holder notification system. If your insurer has reported any lapse since the last renewal — even a temporary one that was later reinstated — expect the board to flag it.
Switching Carriers
If you change insurance companies, coordinate the transition so there's no gap in coverage. Your new carrier must issue a certificate listing the MSBOC as the certificate holder before your old policy terminates. If the board receives a cancellation notice from your old carrier before they receive the new certificate, your license suspends in the gap — even if you have active coverage with the new company.
Call your agent and the MSBOC to confirm the handoff before making the switch.
Municipal Insurance Requirements
Beyond the state board, individual cities may impose their own insurance documentation requirements when you register locally:
- Brandon requires an active CGL certificate as part of the local contractor registration, in addition to the $10,000 municipal surety bond.
- Ridgeland requires a photocopy of your current active state Certificate of Responsibility along with local registration.
- Tupelo verifies state credentials and requires the $10,000 municipal bond in the qualifying individual's name.
Each municipality checks independently — having your insurance on file with the MSBOC doesn't automatically satisfy a city's requirement. You may need to provide separate certificates or copies to each local building department.
The Practical Impact
For a new HVAC contractor, insurance is one of the earliest costs. CGL premiums vary based on your risk profile, claims history, and coverage limits, but expect to have your policy bound and certificate issued before you submit your state license application. The entire application package — CPA financial statement, insurance certificates, references, notarized application — must be complete before the board will review it.
