The 7,000-Hour Threshold

Minnesota requires 7,000 hours of documented practical plumbing experience before you can sit the journeyman exam. That number alone isn't what makes the requirement difficult — it's the structural rules wrapped around it.

The DLI measures experience on a July 1 to June 30 registration cycle and caps credit at 1,750 hours per cycle. Work 2,200 hours in a year, and 450 of them simply don't count toward your total. This means the absolute minimum calendar path to journeyman eligibility is four registration years, even for someone working steady overtime.

Category Minimums That Catch People Off Guard

The 7,000 hours aren't a simple bucket. The DLI requires specific distribution across four installation categories:

An apprentice who spends most of their time on service calls and fixture work can easily hit 7,000 total hours while falling short in water distribution or DWV. The DLI will reject the exam application until every category minimum is met — no exceptions and no rounding.

This is why tracking matters from day one, not retroactively when you're ready to apply.

How the Form CC0100 Works

Every hour you claim must be verified on the DLI's Work Experience Verification Form (Form CC0100). The form requires your supervising master plumber's signature, with hours broken down by category and matched against payroll records.

The critical timing: get the form signed whenever you change employers or supervisors. If you wait until you're ready for the exam and a former employer has dissolved or a past supervisor has retired, those hours can be effectively lost. The DLI has the authority to audit payroll and W-2 records to resolve disputes, but that process can take months.

Upload completed CC0100 forms to the iMS portal during your annual renewal. This creates a state-held digital record that survives company closures, lost paperwork, and supervisor departures.

Protecting Hours During Employer Transitions

Changing jobs is the single highest-risk moment for your experience record. The operational sequence:

1. Complete Form CC0100 for the period worked under the departing employer
2. Get the supervising master plumber's signature before you leave — not after
3. Verify the category breakdown matches your actual work (leaving a category blank records zero hours for it)
4. Upload to iMS immediately

Fraudulent hour submissions carry civil penalties up to $10,000 per violation, so the numbers need to match what your payroll records show. But the bigger practical risk is underreporting — an unsigned or incomplete form that silently discards months of qualifying work.

Educational and Out-of-State Credits

Graduates of a DLI-approved plumbing trade school or technical college program can receive designated experience-hour credits toward the 7,000-hour total. These educational hours are certified separately by the academic institution.

For out-of-state apprentices moving to Minnesota, the DLI limits automatic non-licensed experience credit to two years (3,500 hours). You'll need a state-endorsed verification letter from your previous jurisdiction's licensing agency, or a signed and notarized letter from your former supervising master plumber detailing dates, category breakdowns, and total hours.
