Reciprocity Doesn't Mean Automatic Transfer

Massachusetts participates in the NASDTEC Interstate Agreement, but that agreement is a disclosure framework — not an automatic credential swap. Your out-of-state license gives you a starting point, not a finish line. DESE still evaluates your credentials against Massachusetts-specific requirements, and most out-of-state teachers need to complete additional steps before they can teach here.

The common assumption that a valid license in one state transfers cleanly to Massachusetts has tripped up thousands of relocating educators. The reality involves state-specific exams, endorsement requirements, and paperwork that must be submitted in very particular ways.

Two Paths Based on Experience

Three or more years of out-of-state teaching experience: You qualify for a Temporary License — a one-year, non-renewable credential that lets you teach while completing Massachusetts requirements. You'll need to submit a School-Based Employment Verification Form signed by a school leader from your previous state, confirming three years of employment under your out-of-state license. Apply through ELAR with the $100 fee.

Fewer than three years of experience: You skip the Temporary License and apply directly for an Initial or Provisional License. Your out-of-state university must complete the Out-of-State Approved Program Verification Form — and this form must be physically mailed as a hard-copy original to DESE's Everett headquarters at 135 Santilli Highway, Everett, MA 02149. Digital scans are not accepted.

That physical mailing requirement is the single biggest processing bottleneck for out-of-state applicants. It adds weeks compared to the electronic submissions available to in-state candidates. Request the form from your university early.

The C&L Waiver — A Major Advantage for Transfers

Since April 2026, holding a teaching license comparable to a Massachusetts Initial or Professional license from another U.S. state or territory qualifies you for the Communication and Literacy Skills MTEL waiver. The waiver costs nothing to apply for in ELAR — upload a clear front-and-back copy of your out-of-state license and submit the waiver request. This eliminates what was previously a mandatory exam for every applicant.

You'll still need to pass the subject-matter MTEL for your teaching field. Each Massachusetts license field maps to a specific test code. If you taught biology in your previous state, you take the Biology MTEL. The test content is Massachusetts-specific, so don't assume your prior state's exam results transfer.

The SEI Endorsement Requirement

Core academic teachers of English learners—including English language arts, math, science, social studies, early childhood, elementary, and teachers of students with moderate or severe disabilities—must earn the Sheltered English Immersion endorsement. Out-of-state ELL credentials are evaluated individually — some transfer directly, others require the SEI MTEL or an approved vendor course. Check with DESE before assuming your prior ESL training satisfies the Massachusetts requirement.

Timeline for Out-of-State Transfers

Expect four to twelve weeks from submission to license approval, depending on the complexity of your transcript evaluation and whether NASDTEC review is needed. Applications during the summer hiring season take longer.
