Louisville Has Its Own Layer on Top of the State License

A Kentucky state electrician or contractor license lets you work anywhere in the Commonwealth — in theory. In practice, Louisville Metro enforces a separate local registration system that catches out-of-town contractors who show up to a job site without it.

The Louisville Metro Department of Codes and Regulations, through its Construction Review division, requires state-licensed electrical contractors to register locally, obtain a Jefferson County Occupational License Number, and choose between two local contractor classifications before pulling any permits.

Type A vs Type B Contractor Licenses

Louisville uses a two-tier system that determines how much local work you can do per year:

Type A licenses cost $125 annually and are for contractors executing multiple permitted projects per year. Type A holders must also complete six hours of local continuing education — separate from the state CE requirement. This is the license for contractors based in Louisville or doing regular work in Jefferson County.

Type B licenses cost $50 annually and limit you to exactly one permitted project per calendar year. There's no local CE requirement for Type B. This is a useful option for out-of-state or out-of-county contractors who only pick up an occasional Louisville job — a single large commercial install, for example.

The choice between A and B should match your actual work volume. If you're not sure, start with Type B and upgrade to Type A when you have a second Louisville project lined up.

Permit Fees and Inspections

Louisville's electrical permit fee structure is more involved than most Kentucky jurisdictions:

Residential (single- or two-family homes): $200 base fee for initial wiring installations, which includes three inspections — rough-in, temporary pole, and final. Additional inspections beyond the three cost $50 each. Service installations add capacity charges of $0.25 per ampere up to 600A and $0.50 per ampere above 600A.

Commercial: $100 base fee plus $25 per subpanel, with the same amperage-based capacity charges as residential.

Electrical contractors request inspections through the Louisville Metro contractor portal; homeowners with their own electrical permit may call 502-574-3321 (Option 2). Confirm current scheduling lead times through the applicable channel.

The $1,000 Fine for Starting Without a Permit

Louisville enforces one of the steeper unpermitted-work penalties in Kentucky. Under local ordinances, starting electrical work before obtaining a permit triggers a mandatory $1,000 fine for the first offense and $2,000 for each subsequent occurrence, accompanied by a stop-work order.

The Construction Review division issues the fine under local rules with a stop-work order, and the project cannot proceed until the permit situation is resolved.

Jefferson County Occupational Tax

Beyond the contractor license, every business operating in Jefferson County needs to register with the Revenue Commission of Jefferson County for the local occupational tax. This is a payroll and net-profit tax, not a flat fee, and it applies whether you're based in Louisville or just doing work there. Failing to register before starting work violates municipal ordinances and can result in additional fines of $50 to $500 per day.

Homeowner Permits in Louisville

Louisville allows homeowner-pulled electrical permits for primary residences under KRS 227A.030, but with conditions. You must submit a signed, notarized affidavit stating you'll reside in the property for at least 12 months after the work is completed. Rental properties, duplexes, and multi-family units are strictly excluded — only owner-occupied single-family homes qualify.
