The State-vs-Local Disconnect
Successfully renewing your state license does not automatically satisfy your local licensing obligations. Municipal business tax receipts, county competency certificates, and local contractor registrations run on their own cycles with their own fees and CE requirements — and they can lapse silently while your state license stays active.
The consequence of that disconnect can be immediate: an active state license with a lapsed local registration can block permits and trigger local enforcement action within that municipality. General contractors and inspectors may check local registration status in real time.
How Municipal Business Tax Receipts Work
A local business tax receipt (sometimes still called an occupational license) is the municipality's authorization to conduct business within its jurisdiction. Renewal cycles and fees are set locally, so check the relevant city or county tax collector for the current deadline and amount.
The renewal process is typically simpler than a state renewal: pay the fee, confirm your business address and insurance are current, and receive an updated receipt. But the simplicity is exactly what makes it easy to overlook. It's rarely tied to your state renewal cycle, so one can expire months before or after the other.
South Florida County Requirements
Florida's dual-tier system is especially demanding in South Florida, where county requirements stack on top of state rules.
Miami-Dade County requires contractors holding local competency cards to complete 16 hours of CE every two years — two hours above the state's 14-hour standard. Mandatory modules include 1 hour on Chapter 10 of the Miami-Dade County Code and 1 hour on Florida Construction Lien Law (Statute 713). Local renewal fees run $240 for journeymen and $315 for masters.
Broward County staggers specialty contractor renewals alphabetically: last names A-K renew on even years, L-Z on odd years, with 4 hours of local CE due by August 31.
Palm Beach County requires 14 hours of local CE by September 30 of odd-numbered years.
After July 1, 2025, under Senate Bill 1142, local municipalities can no longer license specialty contractor types unless they substantially correspond to state-level CILB categories. This cleaned up some of the fragmentation but didn't eliminate local CE or registration requirements.

The Permitting Hold Scenario
The most common way people discover a local lapse is through a permitting hold. You submit a permit application, the municipal building department runs your registration, and the application is flagged because your local competency certificate or business tax receipt has expired.
Resolving the hold requires updating the municipal database with current insurance certificates, bond documentation, and qualifying individual information — all of which should be consistent with your state records. If your LLC name on the county record doesn't match your Secretary of State filing, that creates an additional administrative block.
