How Lincoln Handles Mechanical Licensing

Lincoln licenses HVAC professionals through its Department of Building and Safety, which operates under the Board of HVAC Examiners. The system runs parallel to — but completely separate from — Omaha's ACAD Board. Holding a license in one city doesn't qualify you in the other.

Like Omaha, Lincoln uses a three-tier progression: apprentice, journeyman, and master mechanical contractor. But the fee structures, experience credit rules, exam logistics, and insurance requirements differ in ways that matter if you're working across both cities.

Apprentice Mechanical Technician

Registration as a Lincoln mechanical apprentice is mandatory, and the good news is the initial fee is $0. The annual renewal fee is $15.

Apprentices must work under the direct supervision of a licensed journeyman or master and accrue three years of registered experience before they can sit for the journeyman exam. Emphasis on "registered" — hours worked before your apprentice registration date don't count. If you're planning to pursue a Lincoln mechanical license, register as an apprentice as early as possible so the clock starts running.

Journeyman Mechanical Technician

Three years of practical experience in the design, layout, and installation of mechanical systems qualifies you for the journeyman exam. Lincoln is relatively generous with education credits:

• A two-year associate degree in mechanical technology counts as one year of experience
• An accredited four-year engineering degree counts as two years
• A registered Professional Mechanical Engineer in Nebraska receives three years of credit (effectively waiving the experience requirement entirely)

The initial registration fee is $15, and the exam costs $100. Lincoln administers its own exam — not through the ICC like Omaha. The exam covers the Lincoln Fuel Gas Code, Lincoln Gas Piping Code, and ICC mechanical code baselines. It's conducted through VisualVault, the city's online testing platform.

The annual renewal fee is $25, and journeymen must complete 4 hours of approved continuing education each year.

Master Mechanical Contractor

To sit for Lincoln's master exam, you must already hold a valid Lincoln journeyman license for at least one year. The published pathway requires this local journeyman prerequisite; contact Lincoln if you need an eligibility determination.

The financial commitment increases significantly at this level:

• Registration fee: $150
• Exam fee: $350
• Annual renewal: $350

Insurance Requirements

Lincoln's insurance mandates are notably strict. Every master mechanical contractor must carry at least $500,000 in general liability insurance — $200,000 more than Omaha requires. The policy must explicitly name the City of Lincoln as an additional insured. Confirm the required certificate wording with Building and Safety before submitting.

If you're performing work within the public right-of-way (street cuts, sidewalk crossings, etc.), Lincoln requires a separate $5,000 renewable permit bond.

Exam Schedule

Lincoln offers master mechanical examinations on a fixed quarterly schedule: the third Wednesday of January, April, July, and October. Missing a window means waiting up to three months for the next opportunity, so plan your application timeline around these dates. Master contractors must complete 8 hours of approved CEU annually.

Accommodation for Exam Candidates

If you have a documented disability, Lincoln offers testing accommodations, but you need to plan ahead. Submit a written accommodation request along with the filing fee to the Chief Inspector at least 45 days before the exam date. The request must include the nature of the disability, the specific accommodations needed, and supporting documentation from a qualified healthcare provider dated within the last two years.

Lincoln vs. Omaha: Key Differences

The biggest practical difference: Lincoln requires more insurance but no surety bond for standard work, while Omaha requires a lower insurance threshold but adds a $10,000 bond. If you're expanding from one city into the other, budget for the insurance gap.
