Kentucky Plumber License Reciprocity

No Automatic Reciprocity

Kentucky does not participate in automatic, statewide plumbing license reciprocity agreements with any other state. Holding an active plumber license in Ohio, Indiana, Tennessee, or any other jurisdiction does not give you the right to work in Kentucky without going through the state's own licensing process.

This catches relocating plumbers off guard, especially those coming from border states where they assume their credentials transfer. They do not — at least not directly.

What Out-of-State Plumbers Can Do

Under 815 KAR 20:030, Kentucky offers a meaningful concession to already-licensed plumbers from other states: you can apply to take the Kentucky exam without documenting the standard consecutive years of apprenticeship experience within Kentucky.

In practical terms, this means your active, valid out-of-state license lets you apply without documenting the standard consecutive years of apprenticeship experience within Kentucky. You still need to:

• Register for the exam using Form PLB-3
• Pay the exam fee ($50 for journeyman, $150 for master)
• Submit a current passport photograph
• Pass both the written and practical portions of the Kentucky exam (journeyman) or the written exam (master)
• Provide proof of your active, valid license from the other jurisdiction

The exam itself is identical to what in-state candidates take — same quarterly schedule (February, May, August, November), same passing thresholds (75% overall with 70% per section for journeyman; 80% overall with 75% per section for master), same tabbed-code-book reference rules.

Border State Specifics

Ohio to Kentucky: Ohio licenses plumbers at the state level through the Ohio Construction Industry Licensing Board. If you hold a valid Ohio journeyman or master plumber license, you can leverage it to bypass Kentucky's apprentice experience documentation. You cannot, however, skip the Kentucky exam — Ohio and Kentucky do not have a waiver agreement.

Indiana to Kentucky: Indiana handles plumber licensing at the local level in many jurisdictions, with the state administering exams through the Indiana Professional Licensing Agency. Kentucky accepts proof of active licensure from Indiana as sufficient to waive the apprenticeship documentation requirement, but again, you must take and pass the Kentucky state exam.

Tennessee to Kentucky: Tennessee licenses plumbers through the Board for Licensing Contractors. The same principle applies — your Tennessee license satisfies the experience documentation requirement, but the Kentucky exam is mandatory.

Emergency Waivers

Following severe weather events in early 2025, the DHBC established temporary emergency directives under FEMA-4860-DR-KY and Executive Order 2025-095. These allow out-of-state licensed plumbers in good standing to perform volunteer, non-profit rebuilding work in affected counties without a Kentucky license. All work under these waivers must still be permitted and inspected by state inspectors, and the exemption does not cover for-profit commercial work.

The Bottom Line for Relocating Plumbers

If you are moving to Kentucky with an active license from another state, you avoid the multi-year apprenticeship documentation process — but you cannot avoid the exam. Plan around the quarterly exam schedule, gather your out-of-state license verification, and register early.
