The 30% Discount Most Contractors Don't Know About

If you hold — or are applying for — multiple mechanical trade licenses in Iowa, the Plumbing and Mechanical Systems Board (PMSB) offers a 30% discount when you apply or renew on the same day. For contractors operating across HVAC-Refrigeration, Hydronics, and Sheet Metal disciplines, this discount adds up.

Which Licenses Qualify

The discount applies to these PMSB-issued license categories when they are applied for or renewed on the same day:

• Journeyperson licenses (HVAC-Refrigeration, Sheet Metal, Hydronics)
• Master licenses (HVAC-Refrigeration, Sheet Metal, Hydronics)
• Contractor trade licenses

You can mix levels — a Master HVAC-Refrigeration license with a Journeyperson Sheet Metal license both count toward the discount.

How the Math Works

The calculation follows a specific sequence:

1. Sum the license fees for all Journeyperson, Master, and Contractor licenses being applied for or renewed
2. Multiply by 0.7 (applying the 30% discount)
3. Add the $150 Contractor Registration fee — this DIAL fee is not eligible for the discount
4. Add any paper application fee ($25 if filing by mail instead of online)
5. Add any applicable late fees

Here's a concrete example. A contractor renewing a Master HVAC-Refrigeration license ($240), a Master Hydronics license ($240), and a Contractor license ($250) at the start of a new three-year cycle:

• License fee total: $240 + $240 + $250 = $730
• After 30% discount: $730 × 0.7 = $511
• Plus contractor registration: $511 + $150 = $661
• Total (online): $661 vs. $880 without the discount — a $219 savings

What Doesn't Qualify

Two important exclusions:

• The $150 DIAL Contractor Registration fee is always charged at full price, regardless of how many licenses you're combining
• Late applications don't qualify for the discount — if your renewal is submitted after July 31, you pay full price on the license fees plus the late fee ($60 for August renewals, $100 for September and later)

This means timing matters. If you miss July 31 and submit in August, you lose the discount and add $60 per license in late fees. If you submit in September, you also lose the discount and add $100 per license.

The Renewal Timeline

Iowa's mechanical licenses run on a fixed three-year cycle. The current cycle is July 1, 2026 through June 30, 2029. Key dates for the discount strategy:

• July 1 – July 31: Renew at full fee, discount eligible, no late penalty
• August 1 – August 31: $60 late fee per license, no multi-license discount; license remains valid through August 31
• September 1 onward: $100 late fee per license, discount lost, can't legally work
• More than 1 year past expiry: License is void — must reinstate and may need to re-exam

The most cost-effective approach: submit all your renewals online as a batch on the same day during July.

Should You Hold Multiple Licenses or Get a Mechanical License?

The Mechanical license is a combined credential that covers HVAC-Refrigeration, Hydronics, and Sheet Metal under one license. If you're doing work across all three disciplines, one Mechanical license is simpler and cheaper than maintaining three separate trade licenses — even with the multi-license discount.

The multi-license discount makes the most sense for contractors who hold licenses across different qualification levels or who need both individual and contractor licenses renewed simultaneously.
