Iowa Contractor Registration Renews Annually

DIAL contractor registration is not a one-time filing. It expires every year and must be renewed with an updated application, current insurance documentation, and the $50 fee or an approved fee exemption. There is no automatic renewal — if you miss the deadline, your registration lapses and you cannot legally perform construction work until it's reinstated.

The renewal process is handled through the same DIAL online portal where you filed the initial application. The system will prompt you when renewal is due, but waiting for that prompt is risky. Mark your calendar independently.

What You Need for Renewal

The renewal application is simpler than the initial filing, but still requires current documentation:

Fee. $50 annual registration fee, payable online. If you qualify for the fee exemption (sole proprietor or single-member LLC, less than $2,000 in annual payments to employ others, and no work in the same phase of construction with or for other contractors), you'll need to submit a new notarized fee exemption form each year. The exemption does not carry over from the previous year.

Workers' compensation certificate. If you have employees, submit a current Certificate of Insurance listing DIAL as the certificate holder. Expired certificates are the single most common renewal rejection.

Surety bond confirmation. If you're required to maintain the $25,000 surety bond (out-of-state contractors and in-state employers), the bond must be active and continuous. If your surety has canceled the bond, you need a new one before DIAL will process the renewal.

Updated business information. If your business address, entity structure, or contact information has changed, update it during renewal. Entity structure changes (e.g., sole proprietor to LLC) require a new application, not a renewal — see below.

Processing Time

DIAL states that processing takes up to 30 business days for initial applications. Do not assume renewal will be faster; submit complete, matching documentation early enough to allow for that processing window.

If DIAL finds discrepancies between your renewal submission and its records — a different business address, a changed entity name, or an expired insurance certificate — correct them before the registration expires to avoid a lapse.

Submit your renewal at least 6 weeks before your expiration date to account for potential delays. If a project is starting before your renewal processes, you may not be able to pull municipal permits during the gap.

What Happens If You Miss the Deadline

An expired registration means you cannot legally perform construction work in Iowa. Specifically:

• Municipal building departments will not issue permits to a contractor with an expired DIAL registration
• You cannot legally bid on commercial work requiring registration
• Working with an expired registration can result in civil penalties of up to $500 for a first offense and up to $5,000 for subsequent violations under Iowa Code § 91C.8

After a lapse, contact DIAL about the current reinstatement path. Plan for processing that can take up to 30 business days; the business is not registered until DIAL issues the registration number.

If your registration lapsed because your surety bond was canceled, you'll need to secure a new bond before applying for reinstatement. Surety cancellation requires 30 days' written notice to both you and DIAL, so you should have advance warning.

Entity Changes Are Not Renewals

A critical distinction: if your business entity structure has changed since your last registration, you cannot renew — you must file a new initial application.

DIAL registration numbers are permanently tied to a specific business entity and federal tax ID or SSN. Converting from a sole proprietorship to an LLC, or from an LLC to a corporation, requires a new registration application, a separate $50 fee, and a new registration number; processing can take up to 30 business days.

Plan entity conversions around your project schedule. If you're forming an LLC for liability protection, do it before or between major projects — not when you have active bids pending.

Specialty Trade Renewals Are Separate

If you hold both a DIAL general contractor registration and a PMSB plumbing/mechanical license, these renew on different cycles. DIAL registration is annual. PMSB licenses are triennial (every 3 years), with the current cycle running July 2026 through June 2029.

PMSB renewal requires 8 hours of continuing education, current insurance, and updated bond documentation. The renewal window opens May 1 of the cycle's final year. Missing this window means your specialty license lapses and your business cannot legally contract for plumbing or mechanical work — even if your DIAL registration is current.

Track both deadlines independently. Renewing the DIAL registration on time does not replace the separate PMSB renewal requirement.
