Iowa BoEE License Application — Step-by-Step Portal Guide
Before You Start: Gather Everything First
The BoEE licensure portal doesn't save partial applications gracefully, and every application fee is non-refundable. Submitting before your documents are ready — or selecting the wrong application type — means paying the fee again with nothing to show for it.
Before you touch the portal, confirm you have:
- Official transcripts from all postsecondary institutions (electronic transmission is preferred)
- Your educator preparation program's institutional recommendation (for traditional graduates)
- Test score reports (if applicable — transmitted directly from Pearson or ETS to the BoEE)
- Mandatory Child Abuse and Dependent Adult Abuse reporter training certificates
- A copy of your out-of-state teaching license (if applying through reciprocity)
- Official verification of teaching experience (if claiming experience-based exemptions)
- Payment method for the $120 application fee and $3 portal convenience fee (plus $60 out-of-state evaluation fee if applicable)
Step 1: Create Your BoEE Portal Account
Navigate to the BoEE licensure portal at iowaboee.my.site.com. Create a new account with your legal name and personal email. The portal assigns you a unique folder number — write this down. You'll need it for Fieldprint registration and for any correspondence with the BoEE.
Step 2: Select the Correct Application Type
This is where the most expensive mistakes happen. The portal presents multiple application categories, and choosing the wrong one means a rejected application and a lost fee.
If you graduated from an Iowa teacher education program: Select "First Iowa Teaching, Counseling, or Class G license (Iowa Institution)."
If you're an out-of-state applicant: Select the out-of-state reciprocity application. Do not select the Iowa institution option — even if you completed some coursework in Iowa, your primary credential path determines the application type.
If you're pursuing a Teacher Intern License: Select the specific "Intern" pathway application. This is separate from the standard first-time license application.
If you're applying through an HF 255 alternative program: Select the alternative pathway application, not the traditional first-time license option.
If you're adding an endorsement: Select "Add/Change Endorsement," not a new license application.
When in doubt, call the BoEE at 515-281-5294 before submitting and paying. A two-minute phone call is cheaper than a $120 mistake.

Step 3: Complete the Background Check
Within the portal, initiate your background check application and pay the $35 state fee. Then register with Fieldprint using code FPIABdEdExaminers and complete your electronic fingerprinting at an authorized location ($34.35 vendor fee).
You can do this step concurrently with your application submission — the background check doesn't need to clear before you submit, but it must clear before the BoEE issues your credential.
Step 4: Upload Required Documents
Upload all supporting documents through the portal:
- Official transcripts (electronic preferred — many Iowa institutions can transmit directly to the BoEE)
- Mandatory reporter training certificates (both Child Abuse and Dependent Adult Abuse)
- Test score reports (if applicable)
- Out-of-state license copies (if applicable)
- Experience verification letters (if claiming experience-based exemptions)
Make sure file formats are accepted by the portal (PDF is safest) and that documents are legible. A blurry scan of a transcript will delay your application.
Step 5: Pay and Submit
Pay the application fee ($120 for most applicants; add the $3 portal convenience fee and $60 for out-of-state evaluation). Submit the application. The portal should display a confirmation and update your application status.
Understanding Application Status Messages
After submission, your portal dashboard will show a status. Here's what the common ones mean:
- "Pending - Internal Review" — Your application is in the BoEE's review queue. Normal processing takes four to six weeks.
- "Waiting on recommending official" — Normal for traditional university graduates. Your institution's licensure officer must verify program completion before the BoEE processes your file. Contact your program if this status persists or the BoEE asks for action.
- "Deficiency identified" — The BoEE found a coursework gap or missing document. Check your portal messages for specifics and respond promptly.
Processing Timeline
Standard processing: four to six weeks after all documents are received. The BoEE receives a surge of applications in spring and early summer (when graduates are completing programs and out-of-state teachers are relocating for fall contracts), so applications submitted during peak season may take longer.
If you have a district start date approaching, submit early. The BoEE Executive Director can issue a 90-day temporary permit for applicants whose files are complete but pending the background check, allowing you to start teaching while the credential finalizes.
License Delivery
Once approved, your official license is delivered as a PDF via email. Iowa does not mail physical credential certificates. Save the PDF and keep it accessible — you'll need to present it to your employing district's HR department.
