Pass the Exam Before You Apply for the License

This sequencing rule catches more Idaho plumbing candidates off guard than any other single requirement: you must register for, schedule, and pass the trade exam through PSI Services before submitting your license application to DOPL.

If you apply to DOPL first and then try to schedule the exam, you are out of sequence. DOPL requires the exam first and the license application second.

How to Register With PSI

All Idaho plumbing trade exams are administered by PSI Services, a third-party testing vendor authorized by DOPL. Registration happens through one of two channels:

When registering, you'll select the specific exam (Journeyman Plumber or Plumbing Contractor), choose a testing location, and pay the $75 exam fee. The fee is non-refundable and non-transferable, and your registration is valid for one year from the date of payment.

Appointments must be scheduled at least two days in advance. If you need to cancel or reschedule, you must do so through the PSI portal or by phone at least two days before your test date. Voicemails and emails are not accepted for cancellations — if you miss the two-day window, you forfeit the $75 fee.

Testing Locations

PSI operates physical testing centers across Idaho and several neighboring states. Idaho locations include:

• Boise: PSI Westgate Plaza and Boise State University
• Twin Falls: College of Southern Idaho
• Idaho Falls: College of Eastern Idaho
• Lewiston: Lewis-Clark State College
• Pocatello: Idaho State University
• Moscow: University of Idaho

If you're in a border area, PSI also offers testing in Spokane, Washington, and other regional sites. Check the PSI portal for current availability at each location.

What to Bring

Required ID: One current, government-issued photo identification with your name and signature — driver's license, state ID, passport, or U.S. military ID. Temporary or paper IDs are strictly rejected. If your ID doesn't match your PSI registration name, you won't be admitted.

Allowed reference materials (Journeyman exam): Physical copies of the 2015 Uniform Plumbing Code (UPC) and the 2017 Idaho State Plumbing Code (ISPC). You can pre-highlight text, underline, and use permanent tabs to index sections.

Prohibited: Handwritten notes in margins, loose-leaf papers, temporary sticky notes, and any writing inside references during the exam. Prohibited materials will be confiscated, and writing in your books during the test can result in disqualification.

Allowed reference materials (Contractor exam): DOPL's Contractors' Business and Law Reference Manual, which you must print, hole-punch, and place in a three-ring binder yourself. The same highlighting and tab rules apply.

Exam Format

Journeyman Plumber Exam:

• Computer-based, open-book
• 100-point exam, 3-hour time limit
• 15-minute introductory tutorial before the clock starts
• Passing score: 70%
• Covers the UPC and ISPC across all major chapters — administration, drainage, water supply, vents, traps, storm drainage, fuel gas piping, and sizing calculations

Plumbing Contractor Exam:

• Computer-based, open-book
• 4-hour time limit
• Passing score: 70%
• Focuses on business operations, contractor regulations, project management, and state law rather than technical plumbing code

Both exams provide an immediate on-screen pass/fail result. If you fail, the diagnostic report breaks down your performance by category so you know where to focus before retaking.

Retake Policy

There's no limit on retakes, but each attempt costs a fresh $75 fee.

Given the $75 per-attempt cost, thorough preparation with your reference materials before the first sitting is the most cost-effective approach. Familiarity with how your code books are organized — knowing which chapter covers which topic so you can find answers quickly during the open-book exam — matters more than memorization.
