What an Idaho HVAC Journeyman License Lets You Do

A licensed HVAC journeyman in Idaho can install, maintain, service, and repair the full range of mechanical systems — warm air heating, cooling, heat pumps, boilers, gas piping, ductwork, and exhaust venting. The one thing you cannot do as a journeyman is operate independently. You must work under a licensed HVAC contractor who pulls permits, bids on jobs, and holds the compliance bond. Think of the journeyman credential as your proof of technical competency; the contractor license adds the business authority.

Two Qualifying Pathways

Idaho recognizes two routes to the journeyman exam, both administered through the DOPL HVAC Board:

The Apprenticeship School Pathway combines classroom instruction with field experience. You need 576 hours of related technical instruction — typically 144 hours per year across four years — at a DOPL-approved institution, plus 8,000 hours of supervised on-the-job training. The approved school list includes College of Western Idaho (Nampa), College of Southern Idaho (Twin Falls), College of Eastern Idaho (Idaho Falls), North Idaho College's Workforce Training Center (Post Falls/Rathdrum), Idaho State University (Pocatello), Lewis-Clark State College, and several Joint Apprenticeship and Training Committees.

The Experience-Only Pathway exists for technicians who learned entirely in the field without formal schooling. Instead of 8,000 OJT hours, you need 16,000 hours of documented, supervised experience. The trade-off is straightforward: doubling the field hours compensates for the absence of classroom instruction.

Both pathways share one non-negotiable requirement: every claimed hour must have been earned while your Idaho apprentice registration was active, under the direct supervision of a licensed journeyman or contractor. Hours accumulated before registering as an apprentice are permanently invalid.

Documenting Your Experience

DOPL requires notarized Work Verification Forms for every period of employment. Each form must be completed and signed by the supervising licensee who oversaw your work, and it must include detailed descriptions of the specific tasks performed — not just "HVAC installation" but the type of work: refrigerant handling, duct fabrication, fuel gas piping, control wiring.

Each employer gets a separate form. If you worked for three different contractors during your apprenticeship, you submit three separate notarized verifications. DOPL audits these forms, and submitting falsified experience logs is a misdemeanor that results in immediate registration revocation and a permanent exam ban.

If your supervising contractor's license was inactive during any period you're claiming, those hours are automatically disqualified regardless of the work you actually performed.

The Exam: Format and Logistics

The HVAC Journeyman exam is administered by PSI Services at testing centers in Boise, Coeur d'Alene, and Blackfoot. Key details:

• 120 multiple-choice questions over a four-hour window
• 70% passing score required
• $75 per attempt, non-refundable, valid for one year
• Open-book format — physical references only, bound in three-ring binders with hole-punched pages
• Required references: 2018 International Mechanical Code (IMC) and 2018 International Fuel Gas Code (IFGC)
• Pre-applied highlighting, underlining, and permanent index tabs are allowed
• Sticky notes, loose paper, index cards, and calculators with programming capability are prohibited

Arrive 15 minutes early with a valid, unexpired government-issued photo ID. Late arrival means forfeiture of the $75 fee with no rescheduling.

Your score displays immediately on screen after completion, and PSI prints a diagnostic report breaking down performance by code chapter. Failed attempts have no waiting period — you can reschedule immediately, but you pay another $75 each time.

The Application Sequence (Updated 2025-2026)

This is the part that catches people. The current DOPL procedure requires you to:

1. Register with PSI Services and schedule your exam
2. Pass the journeyman trade exam
3. Submit your DOPL application with the passing score report, notarized work verification forms, and the $35 processing fee

Some older DOPL application PDFs still print the legacy sequence (apply first, test later). Following those instructions results in an administrative rejection and a wasted application fee.

After DOPL processes your application — typically two to four weeks — your journeyman license is issued through the OASIS portal. The license renews biennially on your birthday under DOPL's current transition schedule.

What Comes After the Journeyman

Most journeymen eventually look at the contractor license to operate independently. That requires an active Idaho HVAC Journeyman license and at least 24 months (or 4,000 hours) of qualifying experience in Idaho or an equivalent recognized jurisdiction, passing an additional contractor exam and business/law exam, posting a $2,000 compliance bond, and securing liability insurance.
