Idaho Daycare Continuing Education Requirements — Annual Training Hours Explained

Two Tracks, Two Hour Counts

Idaho runs two different continuing education requirements depending on your enrollment status, and confusing them is one of the most common compliance mistakes home daycare providers make.

Standard licensed providers (state license only, no ICCP enrollment) must complete four hours of approved child development training per staff member every 12 months. This covers the licensee and every paid assistant or employee.

ICCP-enrolled providers must complete 12 hours annually — three times the standard requirement. The 12 hours break down into a mandatory 2-hour pre-selected health and safety class plus 10 hours of elective early childhood education training.

If you start with a standard license and later enroll in ICCP, the annual requirement becomes 12 hours under ICCP rules.

What Counts as Approved Training

All continuing education hours must come from sources recognized by the IdahoSTARS professional development system. Approved training includes:

• IdahoSTARS online catalog courses — the largest source of free, self-paced training; hours auto-log to your RISE profile
• Regional Child Care Resource Center workshops — in-person sessions offered through Idaho's network of CCRCs
• Accredited college coursework — early childhood education or child development classes from accredited institutions
• National training conferences — recognized events like NAEYC or state-level early childhood conferences
• Quality Achievers coaching — if you participate in Idaho's voluntary QRIS program, confirm with IdahoSTARS whether a particular coaching session counts toward your training total

Training in general business management, marketing, or accounting does not count toward your childcare-specific continuing education hours, even though those skills matter for running a daycare.

The ICCP Initial Training Series

New ICCP enrollees have an initial requirement in addition to the annual training requirement. Within 90 days of enrollment, you must complete a 12-hour series of free online health and safety courses offered through the IdahoSTARS professional development system.

This initial series covers topics like safe sleep practices, medication administration, recognizing child abuse, emergency preparedness, and nutrition. The courses are self-paced and available 24/7 through your RISE account. Most providers complete the full series in two to three focused sessions.

The initial series is an additional enrollment requirement. Confirm with IdahoSTARS how it is counted in your first annual training cycle.

How Hours Are Tracked

Everything flows through RISE — the Registry of IdahoSTARS Eligibility online portal. When you complete an IdahoSTARS catalog course, the hours automatically post to your professional development transcript. For external training (conferences, college courses, CCRC workshops), you upload completion certificates to the "My Documents" section of your RISE profile, and IdahoSTARS staff verify and credit them.

Check your RISE transcript quarterly. Hours that are not properly logged by your renewal date can trigger a compliance flag, and correcting credits retroactively takes time you may not have.

What Happens if You Fall Short

If you do not meet your annual training hours by your license renewal date, IdahoSTARS may flag the deficiency during the renewal review. A training gap can delay renewal or create an issue with ICCP participation, so follow IdahoSTARS' instructions to close it.

Planning Your Training Year

The most reliable approach is to front-load your hours in the first half of your licensing year. The IdahoSTARS catalog refreshes regularly with new courses, and the CCRC workshop schedule fills up quickly in the months before common renewal dates.
