Georgia Notary Training

Georgia didn't require any formal training to become a notary until January 1, 2025. House Bill 1292 changed that — now every applicant, whether first-time or renewing, must complete a state-approved training course before the county clerk will process their application. The good news: the official course is free and fully online. The complication: what the state requires and what your specific county requires aren't always the same thing.

The GSCCCA eLearn Course

The only state-approved training is hosted on the GSCCCA eLearn platform at elearn.gsccca.org. This is administered by the Georgia Superior Court Clerks' Cooperative Authority, the same body that manages the statewide notary registry.

The basics:

• Entirely online and self-paced
• Free of charge — no payment required at any point
• Covers Georgia notary law under O.C.G.A. Title 45, Chapter 17
• Includes identification verification procedures, liability rules, and ethical standards
• Most people complete it in one to two hours

When you finish the course modules, the platform lets you print a Certificate of Completion. Print it immediately — you'll need the physical copy for your county filing. Some counties have date requirements on the certificate, so don't complete the training months before you plan to apply.

The County Exam Complication

At the state level, completing the GSCCCA course modules and printing the certificate is all that's required. But several counties have added their own layer: a concluding online exam with a minimum passing score.

Counties that require the exam (with a 90% passing score):

• Fulton County (also charges a $10 training/exam fee)
• DeKalb County
• Cobb County
• Clayton County (charges a $2 exam registration fee)
• Cherokee County

Counties that do not require the exam:

• Henry County has explicitly declared that the basic GSCCCA completion certificate is sufficient
• Most rural and smaller counties follow this approach

If you apply in a county that requires the exam, you'll take it online after completing the course modules. The exam is integrated into the GSCCCA training platform, so there's no separate registration. Results are instant — you see your score immediately after submitting.

If you don't score 90% or higher, you can retake the exam right away. There's no waiting period and no limit on retakes. The exam draws from the same material covered in the course, so reviewing the modules you struggled with before retaking is the practical approach.

Training for Renewals

Before HB 1292, renewing notaries just filled out forms and paid fees. Now renewal applicants must complete the same training course as first-time applicants.

The critical timing detail: for renewals, your training certificate must be dated within 30 days of your filing at the county clerk's office. So if your commission expires October 15, and your renewal window opens September 15, you'd want to complete the training no earlier than mid-September to keep the certificate within the 30-day window.

Renewing notaries who apply in a county requiring the exam must pass it again at the renewal stage. The 90% threshold is the same regardless of how many times you've been commissioned.

What the Training Actually Covers

The GSCCCA course is structured around the practical aspects of performing notarial acts in Georgia:

• Legal authority and scope — what a Georgia notary can and cannot do, jurisdictional boundaries, the difference between witnessing signatures and providing legal advice
• Identification procedures — acceptable forms of ID, how to verify identity, what to do when a signer's ID doesn't match the document
• The notarial act itself — proper execution of acknowledgments, jurats, oaths, and affirmations
• Liability exposure — when a notary can be held personally liable, the consequences of negligent errors, recordkeeping as a liability shield
• HB 1292 provisions — the self-filer journal requirement for real estate transactions, the eight mandatory data fields

The course doesn't prepare you for a specific exam in the traditional study-for-a-test sense — it's more of a procedural orientation. The content maps directly to the situations you'll encounter as a practicing notary.

Common Training and Exam Questions

Do I need to finish the course in one sitting? No. The GSCCCA eLearn platform is self-paced and saves your progress. You can complete modules across multiple sessions.

What if my county doesn't require the exam — do I still need to take it? You need to complete the course modules, but if your county only requires the Certificate of Completion (no exam), you can skip the exam portion. If you take the exam anyway, confirm with your county whether an optional exam or portal fee applies.

Can I take the training before I meet the other eligibility requirements? Yes. You can complete the training before you've secured endorsers, gotten a background check, or even confirmed your county's specific requirements. The GSCCCA doesn't verify your eligibility during the training — that happens at the county clerk level.

Is there a Bar attorney exemption? Active attorneys admitted to the Georgia Bar in good standing are exempt from both the training course and any county exam requirement. They present their active Bar card at the time of application instead of a training certificate.

Does the training certificate expire? For first-time applicants, there's no explicit expiration on the certificate, but applying promptly is wise since the online application has county-specific processing windows (14 to 30 days). For renewal applicants, the certificate must be dated within 30 days of filing.

Paid Training Courses: Are They Worth It?

Several commercial organizations (National Notary Association, American Association of Notaries, independent training providers) sell Georgia notary training courses ranging from $50 to $150.

These paid courses are not required and do not replace the GSCCCA course. Even if you take a paid course from a national provider, you still need to complete the free GSCCCA training and print that specific certificate.

The paid courses typically offer more detailed instruction on specialized topics — loan signing procedures, mobile notary business operations, or real estate document handling. If you're planning to work as a notary signing agent, some title companies and signing services require completion of a certified signing agent course as a condition of placement. That's a business investment, not a state licensing requirement.
