Fulton County is the most populated county in Georgia and one of the most demanding when it comes to notary applications. The county clerk's office layers several additional requirements on top of the state baseline — including a paid exam, a certified criminal background check, and specific payment rules that will send you home if you show up with the wrong form of payment.

Here's the Fulton County-specific process from start to finish.

Complete the GSCCCA Training and Fulton County Exam

Like every Georgia county, you start with the mandatory online training course at the GSCCCA eLearn platform. But Fulton County adds a requirement: you must pass the concluding online exam with a score of 90% or higher.

Fulton also charges a $10 training/exam fee — one of the few counties that attaches a fee to the training component. This fee is separate from the main commission filing fee.

If you don't hit 90% on your first attempt, you can retake the exam immediately with no waiting period and no limit on attempts. The exam draws from the same material covered in the GSCCCA course modules.

Print your Certificate of Completion as soon as you pass. Fulton County requires the certificate to be dated within 30 days of your courthouse appearance for renewals, and it's good practice to keep it current for initial applications too.

Get a Certified Criminal Background Check

Fulton County requires every notary applicant to submit a certified criminal background check. This must come from an accepted law-enforcement source such as a local sheriff's office, police department, or approved GCIC terminal, not a private background check service.

The background check report must be:

• Certified by the issuing law enforcement agency
• Dated within 30 days of your in-person filing at the clerk's office
• Clear of felony convictions and crimes involving moral turpitude, fraud, or dishonesty

Cost: typically $15 to $30, depending on which law enforcement agency processes it. The Fulton County Sheriff's Office and Atlanta Police Department both offer this service — call ahead to confirm hours and whether you need an appointment.

Prepare Your Application Packet

After completing the online portion of the GSCCCA application, print the generated PDF packet and gather:

• Printed GSCCCA application with original ink signatures from two character endorsers (Fulton County residents, at least 18, unrelated, known to you for 30+ days, physical home addresses only)
• GSCCCA training certificate showing exam passage at 90%+
• Certified criminal background check dated within 30 days
• Government-issued photo ID with your current Fulton County address

File at the Fulton County Clerk of Superior Court

Bring your complete packet to the Fulton County Clerk of Superior Court's Notary Division. The office handles notary applications during regular business hours.

Filing fee: $55 in-person.

Payment rules: Fulton County accepts cash, cashier's checks, money orders, credit cards, and local personal checks. However, out-of-state personal checks are rejected. If your bank account is with an out-of-state institution, bring cash or a cashier's check instead.

When the clerk processes your application, they'll review all documents, verify your training certificate and background check, and — if everything passes — administer the constitutional oath of office right there. You walk out as a commissioned notary.

Mail-In Renewal Option

Fulton County offers mail-in renewal for notaries who meet all of these conditions:

• Currently hold an active, unexpired commission in Fulton County
• Have not changed their name since the last commission
• Have not moved to a different county

Mail-in renewal fee: $60 (the $5 premium covers processing).

To renew by mail:

1. Complete the GSCCCA training course and pass the exam again (90%+)
2. Fill out the renewal form and sign it in the presence of another active notary
3. Include a photocopy of your driver's license showing your current Fulton County address
4. Include your printed GSCCCA training certificate
5. Submit payment by credit card or business check (no personal checks for mail-in)

Mail the complete packet to the Fulton County Clerk of Superior Court, Notary Division. Processing time varies, so confirm the current estimate with the clerk.

If you've changed your name, moved counties, or your commission has already expired, you must apply in person as a first-time applicant — mail-in renewal is not available.

Common Mistakes in Fulton County

Fulton County processes more notary applications than almost any other Georgia county, and the clerk's staff sees the same errors repeatedly:

Bringing only the GSCCCA completion certificate without the exam score. Fulton requires the 90% exam — the basic course completion certificate alone won't be accepted. Make sure your certificate reflects the exam passage, not just module completion.

Getting the background check from the wrong agency. Fulton requires a certified report from an accepted law-enforcement source — such as the Fulton County Sheriff's Office, Atlanta Police Department, or an approved GCIC terminal. Private background check companies and online screening services don't satisfy the requirement.

Using an out-of-state bank check. Fulton accepts local personal checks but rejects out-of-state personal checks. If your bank is headquartered outside Georgia, the check may be rejected regardless of whether you live in Fulton County. A cashier's check or money order avoids the issue entirely.

Missing the in-person filing window. After submitting online, you need to appear at the clerk's office with your complete packet before the county's processing deadline. Missing it means the GSCCCA purges your digital record and you start over — including getting fresh endorser signatures.

After You're Commissioned in Fulton County

Once the clerk administers your oath, you're a commissioned notary for four years. Before performing any notarizations, you'll need to purchase a compliant notary seal bearing your exact commissioned name, "Notary Public," the commissioning county, and "Georgia" or "GA." An expiration date is not a statutory requirement, though including it is recommended for documents sent out of state.

If you later move out of Fulton County to another Georgia county, your Fulton County commission doesn't transfer. You'd need to apply for a new commission in your new county of residence. Some notaries maintain their Fulton commission until it expires naturally and then apply in the new county at renewal time.

Address changes within Fulton County must be reported to both the Fulton County Clerk of Superior Court and the GSCCCA within 30 days. Name changes require written notice with your old name, new name, and new official signature — plus a new seal reflecting the updated name.
