Detroit Runs Its Own Electrical Licensing System

If you work as an electrician in Detroit, you deal with two licensing authorities: LARA at the state level and the Buildings, Safety Engineering, and Environmental Department (BSEED) at the city level. A state license alone does not authorize you to pull permits or perform electrical work within Detroit city limits -- you need to satisfy BSEED's requirements separately.

BSEED tracks apprentice hours independently and enforces stricter documentation standards than the state. The biggest difference: BSEED explicitly rejects paycheck stubs as proof of experience. Your hours must be supported by notarized employer verification letters that align with your active apprentice registration periods. If your state registration lapsed for two months in year two, BSEED won't credit hours worked during that gap -- even if the employer will vouch for them.

Journeyman and Master Licensing

Detroit's Board of Electrical Examiners evaluates journeyman and master applications using the city's own criteria. While the experience thresholds mirror the state (8,000 hours for journeyman, 12,000 for master), BSEED's documentation review process is more granular.

The city cross-references your claimed hours against:

• Your active apprentice registration periods (state and local)
• Your employer's active contractor license status
• Your supervisor's active individual license status
• Your W-2 records

Any misalignment can delay or block your application. Detroit does not accept applications until every hour is supported by compliant documentation.

The Detroit Contractor Exam

This is where Detroit diverges most sharply from the state. While LARA eliminated the electrical contractor exam in 2025, Detroit still administers its own local contractor exam through BSEED. If you want to pull electrical permits in Detroit, passing this exam is mandatory -- there's no state-level shortcut.

Permit Fees
