State Processing Timeline: Several Weeks

From the moment you submit your DEEDS application, plan for several weeks before the state review is complete. DDOE review typically takes 2 to 4 weeks and can reach 6 weeks during the June–September peak; document transfer and background screening add their own timing, and license activation follows district hiring verification.

The Timeline Broken Down

Account Setup and Application (1–2 hours)

Creating your EdAccess account and submitting your application in DEEDS 3.0 takes 1–2 hours. The $100 application fee (credit card only — debit cards aren't accepted) is the only state fee. No additional fees for license renewal or adding certificates later.

Background Clearances (2–4 weeks)

The three-part background screening runs in parallel with document processing but can't be rushed:

• Fingerprinting through IdentoGO takes 2–4 weeks to process after your 10-minute appointment. The Kent County (Dover) office accepts walk-ins; New Castle and Sussex County locations require appointments.
• Child Protection Registry check processing varies but typically completes within the fingerprint window.
• TB test result is submitted during district onboarding, not through DEEDS.

Document Transfer (1–3 weeks)

Your transcripts must come directly from your university's registrar. Praxis scores route electronically through ETS using code R7065. Out-of-state applicants need Form E sent directly from their previous employer. None of these can be submitted by the applicant — each requires coordination with a third party.

The slowest link in this chain is usually Form E. Your previous district's HR office has to complete the bottom section, sign it, and mail or email it from an official domain. School offices close for summer, and personnel staff are juggling their own hiring paperwork. Contact your former employer early and follow up.

DDOE Review (2–6 weeks)

Once the DDOE has your application and all supporting documents, their review takes 2 to 4 weeks under normal conditions. During the peak hiring season from June through September, processing stretches to 6 weeks.

You can track progress through color-coded status banners on your DEEDS dashboard. If something is missing, a red deficiency flag appears — resolve it immediately rather than waiting, because unaddressed deficiencies push you further back in the queue.

License Activation (after hiring verification)

Your license issues as "inactive" once approved. It activates after your employing district submits an employment verification form to the DDOE, which then changes the status to "active".

Total Cost Summary

The $100 application fee is reimbursable under House Bill 307 once you're employed by a Delaware public or charter school and fully licensed and certified.

How to Avoid Peak-Season Delays

The worst bottleneck is June through September — every new graduate and incoming hire is applying simultaneously. Three strategies:

Submit early. If you know you're pursuing Delaware certification, create your EdAccess account and submit your DEEDS application as soon as your Praxis scores and transcripts are available. Don't wait until you have a job offer.

Route documents proactively. Contact your university registrar and request transcript transfer to [email protected] before you submit your application. Tell your former employer about Form E now — not after your DEEDS account shows a deficiency.

Schedule fingerprinting immediately. The appointment-only locations in New Castle and Sussex County book up during hiring season. The Dover walk-in office is an alternative, but expect longer waits in summer.
