DC BOSS Portal for Contractors: How to Navigate the New Licensing System

What the BOSS Portal Replaced

The Business One Stop Solution (BOSS) at boss.dc.gov is the unified licensing system that replaced the older CorpOnline and AccessDC platforms. If you had licensing or corporate registrations under the previous systems, your profiles were migrated to BOSS — though you may need to reclaim access by verifying your identity.

For new applicants, BOSS is the only portal you need for the licensing side. Tax registration still happens at MyTax.DC.gov (OTR's system), and building permits go through DOB's Permit Wizard and, for projects requiring plan review, ProjectDox. But entity formation, trade name filing, and the BBL application itself all live in BOSS.

Creating Your BOSS Profile

Start at boss.dc.gov and create an account using your email address. The system will ask for your business type, legal name, and entity structure. If you've already registered a trade name or formed an LLC through CorpOnline before the transition, search for your existing entity first — don't create a duplicate.

Once your profile exists, you'll see a dashboard that tracks your active registrations, pending applications, and any issued licenses. This dashboard is also where deficiency notices appear and where you'll download your approved BBL.

The Application Sequence Inside BOSS

The BBL application walks you through several screens in order:

1. Business activity selection. Choose your primary activity — General Contractor/Construction Manager or Home Improvement Contractor. The system uses this to determine which supporting documents to require.

2. Entity verification. For an LLC or registered trade name, BOSS checks the relevant corporate registration or trade-name filing. If that filing is not complete, go back and finish it first. A sole proprietor using their true legal name does not need a separate entity-formation or trade-name filing.

3. OTR linkage. Enter your OTR tax registration details (from your Form FR-500 filing at MyTax.DC.gov). BOSS runs an automated check against OTR to verify your Clean Hands status. If the check fails, you'll see a hold notification directing you to resolve the issue at MyTax.DC.gov.

4. Zoning verification. Upload your Home Occupation Permit number or Certificate of Occupancy. If your business address is outside DC, indicate that — both requirements are waived for out-of-District addresses.

5. Document uploads. Upload your Certificate of Insurance, and if applicable, your surety bond certificate, police background check (Form PD-70 for DC residents, or an equivalent report for non-residents), sample contracts, and HIS designation letter. Each document has specific formatting requirements; the deficiency process can identify content or formatting problems after submission.

6. Fee payment. Pay the BBL fee ($99 for 2 years) via credit or debit card. Micro-enterprises under $10,000 annual revenue qualify for a fee exemption but still complete the full application.

Tracking Your Application

After submission, your BOSS dashboard shows the application status. The typical states are:

• Submitted: Your application is in the review queue
• Under Review: A licensing agent is reviewing your documents
• Deficiency: A problem was found — check the notice for details and upload corrected documents
• Approved: Your BBL is ready to download

Average processing time for clean applications is one to two weeks. Deficiency rounds add two to three weeks each.

Downloading Your License

Once approved, your printable BBL is immediately available in your BOSS dashboard under "My Documents." You can print it and display it at your place of business as required by District regulations. The license number is what you'll enter in DOB's Permit Wizard when pulling building permits.

BOSS also handles renewals. When your renewal window opens (90 days before expiration), a renewal link appears under your active license. The process mirrors the initial application — minus the entity formation and trade name steps.
