Connecticut Teacher Certification Transcript Requirements — E-Transcripts, Evaluations, and GPA Rules

Transcript problems cause more Connecticut teacher certification delays than any other single issue. The Bureau of Certification has specific rules about format, delivery method, and evaluation requirements that differ from most other states — and getting them wrong sends your application to the back of a multi-month queue.

The E-Transcript Problem

Official electronic transcripts should be sent from your university directly to [email protected]. The problem: the CSDE receives such a high daily volume that e-transcripts can expire before a certification analyst downloads them into your file. Once expired, it's as if you never sent them.

The Bureau's own recommendation is to bypass e-transcripts entirely and mail physical, official transcripts in their original sealed university envelopes to:

This costs slightly more (typically $5–$15 per transcript depending on the university) but eliminates the expiration risk. If you're applying during peak season (April–October), physical mail is the safer bet.

Foreign Credential Evaluations

If you completed any undergraduate or graduate coursework outside the United States, the CSDE will not accept direct translations, foreign ministry stamps, or standard university transcripts in their original language.

You must obtain a course-by-course evaluation from an approved, independent credential evaluation agency. The CSDE accepts evaluations from NACES member organizations, including:

• Educational Credential Evaluators (ECE)
• Global Credential Evaluators (GCE)
• Josef Silny & Associates
• SpanTran (The Evaluation Company)

The evaluation must include an equivalent cumulative GPA calculation, and you must arrange for the evaluator to transmit the report directly to the CSDE Bureau of Certification. A "document report" (which only confirms that a degree was earned) is not sufficient — the CSDE needs the full course-by-course breakdown to verify endorsement-specific credit requirements.

GPA Requirements

GPA thresholds vary by certification route:

• ARC (Alternate Route to Certification): Minimum cumulative undergraduate GPA of 3.0. Candidates with a GPA between 2.5 and 3.0 can submit a formal written waiver documenting exceptional professional experience.
• Traditional EPP graduates: GPA requirements are set by the preparation program and vary by institution. The preparing institution must recommend you via Form ED 125.
• Out-of-state transfers: The applicable reciprocity or NASDTEC route determines which records and assessments the CSDE reviews. If the review identifies coursework or assessment gaps, the CSDE may issue a three-year Interim Initial Certificate.

What the CSDE Is Actually Looking For

When a certification analyst opens your transcript, they're checking for specific things:

1. Degree conferral date and major — your final transcript must explicitly note both
2. 36 clock hours of special education coursework — required for every endorsement area under CGS § 10-145b(d)
3. 12 clock hours of dyslexia instruction — required by Public Act 15-97 in teacher preparation programs
4. Subject-area credit alignment — for each endorsement you're applying for, the CSDE maps your coursework against their specific credit requirements

If any of these are missing, you'll receive a credential review letter listing the gaps. If the 36-hour special education course is missing while the other certification criteria are met, the CSDE will issue a one-year Interim Initial Certificate so you can teach while completing it.

Preventing Transcript Delays

Send transcripts early — before you submit your CECS application if possible. Use physical mail during peak season. If you're sending from multiple institutions (undergraduate, graduate, foreign evaluator), each needs to arrive independently. And keep tracking numbers for everything you mail: the Bureau recommends USPS Certified Mail, FedEx, or UPS for proof of delivery.
