Connecticut Teacher Certification Cost — Every Fee from Application to Professional Tier

The biggest fee change in Connecticut's certification history landed on October 1, 2025: the $200 Initial Educator Certificate fee dropped to $0. But "free certification" is misleading — you still pay for application review, testing, fingerprinting, and eventually the Professional tier advancement.

Here's what every dollar actually costs in the current system.

State Certification Fees (Post-October 2025)

The first-time $50 application review fee applies to all new applicants regardless of route — traditional program graduates, ARC completers, and out-of-state transfers alike. It's nonrefundable even if your application is denied.

Testing Costs

These are paid directly to testing vendors, not to the CSDE:

• Praxis Core Combined (Test 5752): $150 (or $90 per individual subtest)
• Praxis II Subject Assessments: $64–$180 depending on discipline
• Pearson Foundations of Reading (Test 890): $139 (required for elementary, early childhood, and special education endorsements)
• ACTFL OPI: $100–$145 + $20 proctoring fee (for world language endorsements)
• ACTFL WPT: $70

You may not need all of these. Out-of-state applicants from the 23 Enhanced Reciprocity states can skip Connecticut-specific testing entirely for initial issuance. Candidates who scored 1,100+ combined on the SAT (no subtest below 450) can request a Praxis Core waiver through their preparation program.

Fingerprinting and Background Check Costs

These are district-level requirements, not state certification fees:

• State criminal history check (DESPP): $75
• FBI background check: $13.25–$15
• RESC LiveScan service fee: $30–$45 depending on the regional center

Total fingerprinting cost runs approximately $118–$135, depending on which RESC and applicable fees you use. Payment methods vary by RESC — CREC in Hartford accepts credit cards or money orders; CES in Trumbull takes only certified bank checks or money orders; LEARN in Old Lyme takes credit/debit cards or money orders.

Payment Method Restrictions

The CSDE is strict about how you pay:

Online via CECS: credit cards only (Visa, Mastercard, Discover). Debit cards are rejected by the system.

Paper applications by mail: money order, cashier's check, or certified bank check payable to "Treasurer, State of Connecticut." Personal checks are immediately rejected and your application goes to the back of the processing queue.

This catches people every cycle. If you're mailing Form ED 170 or ED 170A, don't send a personal check — it resets your timeline.

Total Cost by Route

A rough breakdown of what each pathway actually costs from start to Initial Certificate:

• Traditional EPP graduate: $50 (application) + $150–$300 (testing) + ~$130 (fingerprinting) = roughly $330–$480
• ARC career changer: $125 (ARC application) + $7,125 (ARC tuition) + $50 (CSDE application) + $64–$180 (Praxis II) + ~$130 (fingerprinting) = roughly $7,495–$7,610
• Out-of-state Enhanced Reciprocity: $50 (application) + ~$130 (fingerprinting) = roughly $180
• Out-of-state NASDTEC: $50 (application) + $0–$300 (testing, if gaps found) + ~$130 (fingerprinting) = roughly $180–$480

None of these totals include university tuition for traditional degree programs, which run $10,000–$40,000+ depending on the institution.
