Connecticut Educator Certification System (CECS) — How to Apply, Pay, and Check Status
What CECS Actually Does
The Connecticut Educator Certification System is the CSDE Bureau of Certification's online portal. It is used for submitting initial applications, paying fees, checking document status, and downloading a certificate once it's issued. Since July 2025, CECS also reflects the updated ten-year validity periods under the new two-tier system — if your Initial Certificate was active on July 1, 2025, your expiration date has already been extended in the system automatically.
Once your credential is approved, you log into CECS to download and print it. If you need an official replacement, you can request a duplicate for $50.
Creating Your Account
Head to the CECS registration page and follow its prompts to create a new user profile. Have your certification records and current contact information available so the profile details match your application.
Once your profile exists, you can start an application, upload documents, and track their status through the dashboard.
Submitting Your Application
For first-time applicants, you'll complete the online equivalent of Form ED 170A (in-state) or Form ED 170 (out-of-state). The system walks you through endorsement selection, document uploads, and fee payment.
Payment rules are strict. CECS accepts credit cards only — Visa, Mastercard, and Discover. Debit cards are rejected by the payment processor. If you're submitting a paper application by mail instead, you must include a money order, cashier's check, or certified bank check payable to "Treasurer, State of Connecticut." Personal checks are not accepted, and submitting one resets your position in the evaluation queue.
The nonrefundable $50 application review fee is required for all first-time applicants. The Initial Educator Certificate issuance itself is free as of October 1, 2025.

Checking Your Application Status
After submitting, you can use the "Check Status/Pay Now" function in your CECS dashboard. The system shows which documents the Bureau has received and which are still outstanding.
Processing time depends on the season:
- November through March (off-peak): 4 to 6 weeks
- April through October (peak): 2 to 3 months
During peak season, the Bureau also takes up to 30 business days to respond to email inquiries. The public phone line (860-713-6969) is open only on Mondays and Thursdays from 12:00 PM to 2:00 PM.
One common trap: showing a "pending" status in CECS does not authorize you to begin teaching. A local school district cannot place you in a paid position until your certificate is officially issued or you have a separate temporary authorization (such as a DSAP or Long-Term Substitute permit).
The Transcript Problem
The most frequent cause of incomplete applications is expired electronic transcripts. The Bureau receives a high volume of e-transcripts at [email protected], and digital files can expire before a certification analyst downloads and scans them into your file. The CSDE explicitly recommends mailing physical, official transcripts in their original sealed university envelopes to the Hartford office instead.
If you've already sent e-transcripts and notice your application status shows documents missing after several weeks, contact your university to confirm whether the digital delivery actually went through — and consider sending a physical backup.
