Connecticut Daycare Background Check Requirements

Background checks are the longest lead-time item in the Connecticut daycare licensing process. Fingerprint clearances routinely take over 90 days, and you cannot receive your license until every required household member clears. Starting this step first saves you from stalling at the finish line.

Who Gets Checked

Every person aged 18 or older who lives in your home must submit to the full screening package. That includes:

• You, the applicant
• Your spouse or partner
• Adult children living at home
• Any other adult roommates or household members

There is no exception for adults who won't interact with the children. If they sleep under your roof, they get screened.

What the OEC Searches

The screening covers five separate databases:

State criminal history records — through the Connecticut State Police. Includes arrests, convictions, and pending charges statewide.

National criminal history records — through the FBI, using your fingerprints. Covers all 50 states.

DCF child abuse and neglect registry — the Department of Children and Families maintains a central registry of substantiated abuse and neglect reports. Each adult must sign a DCF Abuse/Neglect Release authorizing the search.

National sex offender registry — a federally maintained database covering all U.S. jurisdictions.

National Crime Information Center (NCIC) National Sex Offender Registry — a national name-based sex-offender check used in addition to state registry searches.

How the Process Works

Step 1: Register with BCIS. The OEC's Background Check Information System is the portal that manages all check requests. You'll create an account and submit digital registration for yourself and each household adult.

Step 2: Schedule Live Scan fingerprinting. Fingerprints are submitted electronically through the Connecticut State Police's Live Scan system. You'll need a government-issued photo ID and the green fingerprint card from the OEC. Some locations charge $30 to $75 per person.

Step 3: Submit the DCF release forms. Each household adult completes and signs the DCF Abuse/Neglect Release form. This is a separate step from fingerprinting — it authorizes the DCF registry search specifically.

Step 4: Provide five-year address history. The application requires a complete residential address history for the past five years for each person screened. Gaps or inaccuracies trigger additional verification steps and extend the timeline.

Step 5: Wait. Processing can take over 90 days, sometimes longer. The OEC will not schedule your home inspection until the required household checks have cleared. Plan for delays rather than relying on expedited processing.

What Disqualifies an Applicant

The OEC does not publish a bright-line list of automatic disqualifiers, but the following findings can block licensure:

• A conviction for a crime against children
• A substantiated child abuse or neglect finding in the DCF registry
• Presence on a sex offender registry
• Other criminal records the commissioner reasonably believes make the person unsuitable

A minor legal issue — a traffic violation, a decades-old misdemeanor — does not automatically prevent licensure. The OEC reviews each case individually. But the lack of a published formula is exactly why the waiting period feels stressful: you won't know the outcome until the clearance letter arrives.

What About Substitutes and Assistants?

Emergency caregivers you designate must also be at least 20 years old, and approved assistant providers must be at least 18 and pre-approved in writing by the OEC commissioner. Both require background screening before they can be present during care hours.
