Cleveland Contractor License: Registration, Bond, and Insurance Requirements

How Cleveland's System Works

Ohio doesn't issue a state-level general contractor license — that authority sits with individual cities. In Cleveland, the Department of Building and Housing manages contractor registrations across multiple classifications: General, Demolition, and Sewer Builder. You can't pull permits without an active registration in the correct classification.

Unlike Columbus, Cleveland doesn't require a competency exam for general contractor registration. It's a documentation-and-paperwork process, but the paperwork requirements are specific enough that errors cause real delays.

Registration Requirements

To register as a general contractor in Cleveland, you'll need:

$25,000 contractor license bond with very specific formatting rules:

• Original signatures from both the principal (you) and the attorney-in-fact
• Raised corporate seal of the surety company
• Your name on the bond's principal line must match your Secretary of State entity name exactly
• All associated specialty bonds (general, demolition, sewer) must share the same start and expiration dates
• A Power-of-Attorney (POA) form from the surety, with seal dates matching the bond execution date

Certificate of liability insurance with minimum coverage of $200,000, broken into sub-limits:

• $50,000 per person for bodily injury
• $100,000 per occurrence for bodily injury
• $50,000 per occurrence for property damage
• "City of Cleveland" must be listed as both "additional insured" and "certificate holder"

Corporate documentation — if you're registering as a corporation or LLC, provide a copy of your Articles of Incorporation or Organization with the official Ohio State Seal.

Notarized application — the Cleveland General Contractor Registration Application, completed and notarized.

$150 application fee for new registrations, $120 for annual renewals.

The December 31 Renewal Cycle

Every Cleveland contractor registration and bond expires on December 31, regardless of when you first registered. If you register in October, your first renewal comes just two months later. Plan accordingly — the registration fee isn't prorated.

This fixed expiration cycle means the surety bond's end date must also fall on December 31. Bond companies used to issuing bonds with rolling annual dates will need to adjust the term. If the bond and registration dates don't align, the clerk will reject the filing.

Common Rejection Reasons

Cleveland's building department is particular about name consistency across documents. The entity name on these four documents must be identical, character for character:

1. Ohio Secretary of State filing
2. Surety bond principal line
3. Insurance certificate named insured
4. Registration application

A missing "LLC" suffix, an extra comma, or a DBA variation on any one of these will send your application back. This is the single most common cause of registration delays for contractors new to Cleveland.

Working Across Northeast Ohio

Cleveland registration covers the city limits only. Contractors working in surrounding Cuyahoga County municipalities — Lakewood, Parma, Cleveland Heights — may face separate local requirements. Each municipality sets its own bond amounts, insurance minimums, and fee schedules.
