Can an Apprentice Plumber Work Alone in Maine?

The Short Answer: No

A trainee plumber in Maine cannot perform plumbing work alone under any circumstances. There are no carve-outs for "simple" tasks, no exemptions for experienced trainees who are close to their hour requirements, and no allowance for a supervising plumber to be reachable by phone instead of present on site.

The Plumbers' Examining Board defines "direct supervision" as continuous on-site guidance and physical oversight by a licensed Journeyman or Master Plumber. The supervisor must be physically present at the jobsite while the trainee performs plumbing tasks. Period.

How Supervision Ratios Work

A licensed Master Plumber may supervise a maximum of three trainees simultaneously on a single jobsite. This ratio is a hard cap — if a Master has three trainees on one project, they cannot add a fourth without another licensed supervisor present.

Journeyman Plumbers can also supervise trainees on site, but only a Master Plumber can serve as the "license of record" who pulls the municipal permit and takes legal responsibility for the project. The journeyman's supervision authority covers the hands-on work, not the administrative responsibility.

The Journeyman-in-Training Exception (That Is Not Really an Exception)

The Journeyman-in-Training (JIT) license sometimes confuses candidates into thinking they have more independence than they actually do. The JIT is a four-year, non-renewable credential for graduates of approved plumbing programs who need to accumulate 2,000 hours of field experience before sitting for the journeyman exam.

Despite the word "journeyman" in the title, a JIT holder works under the same direct supervision requirement as a standard trainee. They must be supervised on site by a licensed Journeyman or Master Plumber. The JIT license does not grant independent work authority — it simply provides an accelerated pathway to the journeyman exam (2,000 hours instead of 4,000) for candidates who completed an approved academic program.

Why Unsupervised Hours Do Not Count

Beyond the legal risk, there is a practical consequence that hits harder: experience accumulated while working unsupervised is invalid. When you apply for your journeyman or master exam, the Board requires notarized Experience Affidavits from your supervising Master Plumber attesting to the hours they directly supervised. Hours logged while your supervisor was on a different jobsite, on vacation, or simply not present do not qualify.

If a Board review raises questions about the legitimacy of your documented hours — for example, your supervisor's license was inactive during part of the period, or your employer had too many trainees relative to licensed supervisors — those hours can be disqualified. That means starting the clock over on a portion of your experience requirement.

What Journeymen Can and Cannot Do Independently

Once you advance to a full Journeyman Plumber license, your independence expands — but with limits. A journeyman can perform plumbing installation and repair work under the employment and direction of a Master Plumber. A journeyman can also perform minor plumbing repair work as a regular part-time occupation independently.

What a journeyman cannot do: pull municipal plumbing permits, serve as the license of record on a project, or operate an independent plumbing contracting business. Those authorities belong exclusively to Master Plumber licensees.

Consequences of Unsupervised Work

Working without proper supervision creates a serious compliance problem under Maine law. The Board may reject unsupervised hours, and a supervising Master Plumber may face professional consequences if the Board determines the supervision rules were violated.

Municipal code enforcement can compound the problem. If an inspector arrives at a jobsite and finds a trainee working without a licensed supervisor present, the project may be halted until the work is brought into compliance, and the work may need to be opened for inspection.
