Can an Electrician Pull Permits in Florida

The Short Answer: Not Without a Contractor License

Holding a journeyman or master electrician card in Florida does not give you the authority to pull electrical permits. Only licensed electrical contractors — Certified (EC) or Registered (ER) — can pull permits, and only within the geographic scope their license covers.

This catches a lot of experienced electricians off guard, especially those who've spent years building expertise and assume their competency card grants them independent authority. In Florida, competency cards and contractor licenses serve fundamentally different purposes.

Why the Distinction Matters

Florida separates individual trade competency from business contracting authority. Local competency cards (journeyman and master) prove you can do the work. State contractor licenses prove you're authorized to operate as a business, enter contracts with the public, and take responsibility for permitted work.

Local building departments are legally required to verify that anyone requesting an electrical permit holds a valid Certified or Registered contractor license with the state. A journeyman card, a master card, or even decades of experience doesn't satisfy that verification.

Who Can Pull Permits

Certified Electrical Contractor (EC): Can pull permits in any of Florida's 67 counties. The EC license is a statewide credential, but you must register the active state license with the relevant local building department before attempting to pull a permit.

Registered Electrical Contractor (ER): Can pull permits only in the specific counties where the holder's local competency card is active and registered with the state. To pull permits in a new county, the ER must pass that county's local exam, obtain the local card, and add the county to the state registration ($25 per additional county).

Qualifying Agents: The contractor license attaches to a business entity, not to a person. The licensed individual serves as the qualifying agent for the business. If the qualifier does not hold an ownership stake in the business, the business must also designate a Financially Responsible Officer and post a $100,000 surety bond.

How Journeymen and Masters Fit In

A journeyman works under the supervision and license of a contractor. The contractor pulls the permit, the journeyman performs the work. The contractor bears legal and financial responsibility for the work quality and code compliance.

A master electrician has additional authority over journeymen on job sites, but the permit-pulling limitation is the same. A master card doesn't confer business authority — it's still a local trade credential, not a contractor license.

The practical path from master to permit-pulling authority is:

1. Register your master card with the state as an ER (limited to your county), or
2. Pass the state exam and obtain an EC license (statewide authority)

Both paths require forming a business entity, meeting insurance minimums, and satisfying financial responsibility requirements.

The Unlicensed Contractor Risk

Pulling permits without proper licensure — or performing contract electrical work without a license — is a violation of Chapter 489, F.S. It can expose the person or business to enforcement under Florida's unlicensed-contractor laws.

Beyond legal risk, homeowners and general contractors who hire unlicensed electricians face their own liability if the work fails inspection or causes damage.

Getting to Permit-Pulling Authority

The fastest path depends on where you are now. If you already hold a local master card, the ER registration is the quickest route — no state exam, just the state application with financial and insurance documentation. If you want statewide flexibility, the EC exam is the more efficient long-term investment.
