Can a Kentucky Journeyman Plumber Pull Permits

The Short Answer: No

Kentucky journeyman plumbers cannot pull plumbing permits. Under KRS Chapter 318, permit issuance is limited to licensed master plumbers and homeowners performing work on their own primary residence. This is not a gray area — it is an explicit statutory restriction that the Division of Plumbing enforces through state inspectors.

A journeyman plumber can independently perform installations, repairs, and maintenance on a job site, but every project they work on must operate under a master plumber's permit. The journeyman must be employed by or working under the oversight of the master who pulled the permit.

Why This Matters for Side Work

The permit restriction is where most journeymen get into trouble. A common scenario: a neighbor or friend asks a licensed journeyman to handle a bathroom remodel, a water heater swap, or a sewer line repair. The journeyman has the technical skills, the experience, and the credential — but they cannot legally do the job without a master plumber's involvement.

Performing compensated plumbing work without a valid permit is a violation of KRS Chapter 318. Penalties include civil fines of up to $1,000 per day and stop-work orders from state inspectors. If the unpermitted work later causes a failure — a leak, contamination, or code violation — the journeyman faces personal liability without the protection that proper permitting and insurance provide.

Who Can Pull Permits in Kentucky

Only two categories of people can obtain plumbing permits from the state Division of Plumbing:

1. Licensed master plumbers associated with a registered, insured business entity (or acting as an individual with proper insurance)
2. Homeowners performing plumbing work on their own primary personal residence — not rental properties, not investment properties

A master plumber who is employed by a firm cannot pull independent permits for side projects unless they register a separate business entity and maintain independent general liability insurance of at least $250,000.

How to Structure Work Legally

If you are a journeyman and want to take on work beyond your day job, you have two legitimate paths:

Work under a master plumber's permit: Find a licensed master plumber willing to pull the permit and provide general supervision. You do the work, the master handles the permitting and inspection coordination. This is how most legal side work gets done — the master typically takes a percentage or flat fee for their involvement.

Upgrade to master plumber: After holding an active journeyman license for at least two of the preceding five years under a master plumber's supervision, you can sit for the master exam. A master license — combined with proper insurance and business registration — gives you permit-pulling authority.
