How CSLB Renewal Works

California contractor licenses renew every two years through the Contractors State License Board. The renewal application arrives by mail roughly 60 days before your expiration date, though the board strongly encourages online renewal through the CSLB portal.

Active-status renewal fees are $450 for sole owners or $720 for non-sole owners. C-10 electrical contractors pay $470 for sole owners or $720 for non-sole owners, including the $20 supplemental enforcement fee. These fees apply to active-status licenses. Inactive renewals run cheaper — $300 for sole owners — but inactive status prohibits you from contracting, bidding, or pulling permits.

Unlike many states, California does not require standard continuing education for general contractor license renewal. The exception is specific trade classifications, like electrical certifications, which mandate 32 hours per cycle.

Bond, Insurance, and Financial Requirements

Your $25,000 contractor's surety bond must remain active through your entire license period. If the bond lapses, CSLB suspends your license automatically — no warning, no grace period. The same applies to your general liability and workers' compensation coverage.

Senate Bill 216 made workers' compensation coverage mandatory starting in 2026 for contractors who previously claimed an exemption. If you've been operating under an exemption and hire even one employee, you need active coverage before renewal.

Senate Bill 1455 raised the unlicensed-work threshold to $1,000 (from $500) but also escalated penalties — first-time violations for operating without an active license now carry fines up to $5,000, with subsequent violations reaching $15,000. When a consumer complaint results in a citation, you're now also required to reimburse the board for expert investigation costs, typically $500 to $1,500 per case.

The 90-Day Qualifier Replacement Rule

If your qualifying individual (RMO or RME) leaves the company, you have exactly 90 days to notify CSLB in writing and file an Application for Replacing the Qualifying Individual. Miss that window and the license suspends automatically under BPC § 7068.2.

This is one of the most common surprise suspensions for multi-person firms. The qualifying individual's departure date starts the clock, not the date you discover they've left.

Address Changes and the 90-Day Window

CSLB requires you to report address changes within 90 days under BPC § 7083. You need both an address of record (public-facing) and a business street address (administrative). The corporate name on your CSLB records must also match your Secretary of State filing exactly — a mismatch blocks renewal entirely.

Active vs. Inactive: When to Switch

If you're restructuring, between projects, or a qualifier has departed, switching to inactive status preserves the license without paying for active-status bonds and insurance. The cycle extends to four years at the reduced fee.

The key constraint: inactive status means zero contracting activity. No bidding, no permitting, no field work. But the license stays in good standing, and reactivation is far simpler than reinstatement after a lapse.
