Anchorage HVAC Contractor License Requirements
Getting a state Mechanical Contractor registration is not enough to work in Anchorage. The Municipality of Anchorage operates one of the most demanding local licensing systems in Alaska, layering its own contractor licenses, trade exams, and qualification cards on top of state credentials.
The Municipal Contractor's License
Every contractor pulling mechanical permits in the Anchorage Service Area needs a Municipal Contractor's License from the Development Services Building Safety Division. To get it, you present:
- Your active State of Alaska Contractor License (Mechanical Contractor registration)
- Your State Mechanical Administrator card
- Proof of current insurance and bonding
The municipal license is valid for up to 2 years and expires on February 14. Renewal requires presenting updated state credentials and insurance documentation.
Anchorage Trade Exams — Closed Book
This is where Anchorage diverges sharply from the state. Alaska's Mechanical Administrator exam through PSI is open-book. Anchorage's municipal trade exams are strictly closed-book.
Anyone performing hands-on plumbing, sheet metal, or gas piping work in Anchorage must hold a Municipal Certificate of Qualification card. Getting that card requires passing the local exam. The exams are offered bi-monthly and run 2 hours with 100 questions based on local code amendments, the International Mechanical Code (IMC), and the International Fuel Gas Code (IFGC).
The experience thresholds for Anchorage exams:

Anchorage does not accept the state's standard experience verification forms. You must submit notarized letters from licensed contractors verifying your specific hour thresholds. This is a separate documentation process from your state applications.
Penalties for Non-Compliance
Anchorage takes unlicensed work seriously. Under AMC 23.10 Table 3-O:
- Working without a permit: Investigation fee of double the permit cost or $1,000, whichever is greater
- Working without a municipal contractor's license: $1,000 civil penalty for a first offense (which can be waived if you secure the license within 30 days), escalating on subsequent offenses
These penalties apply independently — you can be hit with both the permit violation and the licensing violation on the same job.

Pulling Permits
Mechanical permits are obtained at the Building Safety Division permit counter. Fees are based on project valuation, with a flat $175 inspection charge.
Direct residential replacements — same-size equipment swaps — can be issued over the counter the same day. Commercial projects requiring plan review take 6–10 business days.
Before scheduling work, confirm your municipal license is current, your state registration is active, and any personnel performing regulated trade work (plumbing connections, gas piping, electrical) hold the appropriate municipal qualification cards.
