Why Septic Matters for Your Daycare License

If your home connects to a municipal sewer system, septic isn't your problem. But if you're on a private septic system — common throughout the Fairbanks North Star Borough, Mat-Su Valley, Kenai Peninsula, and rural Alaska — the Alaska Department of Environmental Conservation (ADEC) regulates your system under 18 AAC 72, and the CCPO needs to know your system can handle the increased usage a daycare generates.

A child care home with eight children plus staff produces substantially more wastewater than a standard residential household. An undersized or failing system will delay or block your license.

ADEC Septic Tank Sizing Rules

Tank sizing under 18 AAC 72 is based on bedroom count, not occupancy:

These are minimums. If your system was designed for a 2-bedroom home and you're now operating a daycare with up to 8 children generating laundry, diaper cleanup, and food preparation wastewater, you may need to upgrade even if you technically meet the bedroom-count minimum.

Your CCPO licensing specialist doesn't enforce ADEC septic rules directly, but they can request documentation showing your system is adequate for the intended use.

Permit Fees

If you need a new septic system or significant modifications:

• Plan review permit: $655 — required when ADEC needs to review engineering plans for the installation
• Conventional system without plan review: $115 — applies when installing a standard system that meets prescriptive code

For modifications to an existing system, contact your ADEC regional office to determine which permit pathway applies. A simple pump-out and inspection won't trigger permitting, but enlarging the tank or replacing the drain field will.

The Homeowner Installation Option

Alaska allows homeowners to install or repair their own conventional septic systems under the ADEC Homeowner Program. The requirements:

• $275 training fee
• Complete an interactive on-demand training course
• Pass a written exam to receive your Homeowner certificate
• Certificate is valid for one year, for one installation, on your own owner-occupied property

This option can save thousands in contractor costs for a straightforward conventional system. It doesn't apply to commercial-grade systems or complex soil conditions — those require an Alaska-registered Professional Engineer or an ADEC-Certified Installer (biennial certification fee: $850).

Maintenance Requirements

ADEC recommends pumping your septic tank every two years for standard residential use, or annually if you have a garbage disposal. A daycare operation — with its higher water volume — sits closer to the annual pumping recommendation.

Keep your pumping receipts. The CCPO may ask for documentation during monitoring inspections, and a well-maintained system prevents the mid-year emergency that forces you to close temporarily while repairs happen.

Separation Distance

ADEC's 18 AAC 72.100 sets minimum separation distances between your septic system components and water sources. If your home also uses a private well, the distance between the well and the drain field must meet ADEC minimums. Properties that can't achieve the required separation may face additional engineering requirements or may not qualify for a daycare license at all.
