Alaska Certificate of Fitness

The Certificate of Fitness (COF) is Alaska's trade-level credential for hands-on work in regulated fields — plumbing, electrical, and boiler operation. It's issued by the Department of Labor and Workforce Development (DOLWD) Mechanical Inspection section, and it's separate from the Mechanical Administrator license that CBPL issues for supervisory authority.

Here's what trips up HVAC technicians: general HVAC sheet metal and refrigeration work does not require a COF. The DOLWD does not issue a universal "mechanical journeyman" certificate. But the moment your work involves plumbing connections, gas piping, electrical wiring, or boiler systems, you need the corresponding COF.

Who Needs a Certificate of Fitness

• Plumbers connecting to potable water, drainage, waste, or sanitary venting systems
• Electricians performing original control wiring installation or modifications that alter the electrical characteristics of the system
• Boiler operators installing or servicing boilers and unfired pressure vessels
• Gas piping technicians connecting fuel gas lines

If you're an HVAC installer who occasionally ties into a gas line or makes hydronic plumbing connections, those tasks technically require you — or someone on your crew — to hold the relevant COF.

How to Get a COF

The DOLWD application requires documented field experience verified by your employer. The hours threshold depends on your path:

• Registered apprenticeship (Davis-Bacon): 8,000 hours of documented experience
• Non-apprentice path: 12,000 hours of field experience, regardless of where those hours were earned

Your employer must validate your hours on an Experience Verification Form (EVF) every six months. After meeting the threshold, you apply for the state exam. The fee structure: $50 application/examination fee plus $200 for the license card.

The Provisional Certificate of Fitness

Starting August 2025, DOLWD introduced a provisional credential for out-of-state tradespeople. If you hold an active trade card in a comparable jurisdiction, you can pay $150 to receive a 1-year, non-renewable provisional COF. This lets you work legally in Alaska under direct supervision while you prepare for the state exam.

The provisional card was designed to address Alaska's labor shortage and smooth the transition for workers relocating from the Lower 48 or separating from military service. It's a bridge — not a permanent solution. You still need to pass the Alaska exam before the year runs out.

COF vs. Mechanical Administrator License

These credentials serve different roles and come from different agencies:

• Certificate of Fitness (DOLWD): Proves you can physically perform trade-regulated work. Individual hands-on competency.
• Mechanical Administrator (CBPL): Proves you can supervise installations and qualify a contracting company. Professional oversight authority.

A worker with the appropriate plumbing or gas-piping COF can legally connect gas lines on site. A Mechanical Administrator with an HCPP license can supervise the entire hydronic heating project. For an HVAC business, you typically need an administrator to qualify the company and COF holders on the crew for any regulated trade crossings.

Trainee Supervision Ratios

If you're bringing on apprentices to build hours toward their COF, DOLWD enforces a strict ratio: no more than two trainees per licensed journeyman on any active job site. Trainees must be registered in a federal Registered Apprenticeship Program and must hold a Trainee Certificate of Fitness ($50 application fee plus a $200 certificate fee).
