How Washington Plumbing Renewal Works

Washington runs two separate renewal cycles depending on your credential type:

Trainee cards renew annually on the anniversary of your issuance date. The renewal fee is $60, and you must have completed 8 hours of approved CE before the renewal date. L&I processes trainee renewals online through the plumber certification portal.

Individual trade certificates (PL01, PL02, PL04, and specialty licenses) renew every three years. The renewal fee is $242.70, and you must have completed the required CE hours (24 hours for the three-year cycle) before the renewal date.

Trainee renewal follows the card's annual expiration date; individual trade certificates renew on the holder's birthdate every three years. These deadlines are unique to you, and you're responsible for tracking them yourself. L&I sends reminders, but they're not legally required to, and a missed reminder doesn't excuse a late renewal.

The Double-Fee Penalty

Here's what makes Washington's system particularly punishing: if you miss your renewal date by even a single day, L&I assesses an immediate double-fee late penalty. For certified plumbers, that means $485.40 instead of $242.70 — due before your license reactivates.

There's no grace period, no escalating warning system, and no waiver process for first-time lapses. The double fee kicks in automatically.

While your license is lapsed, you're legally prohibited from performing plumbing work. Any hours worked during a lapse don't count toward a trainee's certification pathway. And if you're the designated plumber for a contractor, your lapse cascades: the contractor's registration effectively freezes, blocking them from pulling permits or taking new work.

Trainee Card Lapse Consequences

For trainees, the consequences of a lapsed card are even steeper than the fee. Under WAC 296-400A-110, trainee hours are only credited when an active trainee card was in place during the work. If your card lapses for two months and you keep working, those two months of hours are permanently disqualified — L&I won't credit them, and you can't retroactively fix the gap.

This is the single most common way trainees lose documented hours: not through an employer dispute or a missing affidavit, but through a simple renewal lapse that voids everything they worked during the gap.

How to Renew on Time

L&I's online renewal portal is the standard path. You'll need:

• Your plumber certification number
• Confirmation that your CE hours have been reported to L&I by your approved provider
• Payment for the renewal fee

Before you click submit, verify your CE status in L&I's system. If your provider hasn't reported your hours yet, the renewal will be held up — and if that delay pushes you past your renewal date, the double fee applies regardless of whether the delay was your fault.

Set a calendar reminder at least 60 days before your renewal date. That gives you time to complete any missing CE hours, confirm provider reporting, and process the renewal with buffer room.

Reinstatement After a Long Lapse

If an individual certificate remains expired for 90 days, L&I cancels it and requires you to reapply and pass the PSI trade exam to reinstate it. The reapplication requires the $202.10 exam application fee and the $242.70 certification fee again.

The reapplication process isn't instant. During the review period, you still can't legally perform plumbing work.

If you're a contractor-owner whose personal certification lapsed, you'll need to restore both your individual certification and verify that your contractor registration is still active. The contractor registration has its own annual renewal cycle ($148.10, with a $69.50 late fee) and its own insurance and bond verification requirements.

Contractor Registration Renewal

Speaking of contractor renewals: the plumbing contractor registration renews annually (not every three years like individual certifications) with a $148.10 fee. If you miss the contractor renewal, L&I automatically suspends the company registration, and any active projects can receive stop-work orders.

The contractor renewal also requires current insurance verification through EBIPS and an active designated plumber assignment. If any of those components lapse, the renewal won't process.
