Texas Electrician Criminal Background Check — Felony Applicants and TDLR Review

A criminal record does not automatically disqualify you from getting a Texas electrician license, but it does change the timeline and paperwork. TDLR evaluates convictions case by case, and mishandling the disclosure can delay your application by weeks or trigger a formal denial.

How Background Screening Works

Every TDLR electrician application — from apprentice registration through Master Electrician — requires criminal history disclosure. The application asks whether you have ever been convicted of a felony or misdemeanor.

If you answer "no" and register online as an apprentice, TDLR issues a temporary license automatically, letting you start work on a job site the same day.

If you answer "yes," the application is routed to TDLR's Enforcement division for manual review. This introduces a processing delay of one to six weeks depending on the complexity of the conviction and the current review backlog.

The Criminal History Questionnaire

Applicants with prior convictions must complete a Criminal History Questionnaire (CHQ) as part of their application package. The CHQ asks for specific details about each conviction: the offense, the jurisdiction, the date, the sentence, and any rehabilitation or compliance steps completed since.

TDLR evaluates each case individually, weighing factors like:

• The nature and severity of the offense
• How long ago the conviction occurred
• Whether the offense relates to the duties of an electrician
• Evidence of rehabilitation (completed probation, community service, education programs)
• Letters of recommendation or employer references

TDLR does not promise approval for any particular conviction. It evaluates applicants with convictions case by case, using the information and supporting documentation in the application.

What Applicants With Records Should Know

Disclosure is non-negotiable. Answer the criminal-history questions accurately. If you have a conviction, complete the CHQ and include the requested details and supporting documentation so TDLR can review the application case by case.

Timing matters. The manual review adds one to six weeks on top of normal processing. For journeyman and master applicants, this delay eats into the 12-month eligibility window — the clock that starts when TDLR receives your application and within which you must pass the exam. If you have a criminal history, submit your application earlier to build in buffer time.

San Antonio adds a second layer. Contractors registering with the San Antonio Development Services Department must undergo a separate FBI national fingerprint background check within 30 days of registration. This is independent of the state-level TDLR screening and applies even if TDLR already approved your license. If the San Antonio review flags an issue, you may need to appeal directly to the San Antonio Building Official.
