South Carolina Plumber License Levels
Five Credential Levels, Three Issuing Bodies
South Carolina structures plumbing credentials across five distinct levels, issued by three different agencies. Each level builds on the previous one, but moving up isn't automatic — every transition requires a separate application, documentation, and usually an exam.
Understanding the full progression matters because the levels don't carry the same authority. A certified Master Plumber still can't pull permits or sign contracts without a contractor license on top of the trade certification.
Level 1: Apprentice
South Carolina does not require a state-issued apprentice license to enter the plumbing trade. You can start working immediately under the supervision of a licensed plumber or contractor.
However, how you document your apprenticeship hours determines whether those hours count later. Two routes:
DOL-registered apprenticeship — enroll in a program registered with the U.S. Department of Labor, typically through a union JATC or contractor association. Requires approximately 8,000 hours of supervised on-the-job training and a minimum of 144 hours of annual classroom instruction. Hours are logged in a federal database and verified through a completion certificate.
Employer-documented route — work directly for a licensed contractor and maintain your own logbook of hours. You'll need annual notarized employer affidavits and matching W-2 or 1099 tax records to validate the experience later.
The registered apprenticeship produces cleaner documentation that boards accept more readily. The employer-documented route works but requires more careful record-keeping on your part.
Level 2: Journeyman Plumber (CAGC)
Issued by: CAGC SC Trades Certification Program Experience required: Two years of documented on-the-job training (a two-year technical degree substitutes for one year) Exam: Prov Journeyman Plumber Trade Exam — open-book, $100 fee Application fee: $35 to CAGC
The Journeyman certification proves you can work independently on plumbing installations, but you must still work under a licensed contractor's supervision for business and permitting purposes.

Level 3: Master Plumber (CAGC)
Issued by: CAGC SC Trades Certification Program Experience required: Four years total, with at least two years at the Journeyman level Exam: Prov Master Plumber Trade Exam — open-book, $100 fee Application fee: $35 to CAGC
The Master certification is one route to serving as a Primary Qualifying Party (PQP) for a contractor license — a business may also designate an individual who has passed the state-level plumbing trade exam. Without a qualified PQP, no plumbing business gets a contractor license.
Despite its importance, the Master Plumber card alone doesn't authorize independent contracting, permit-pulling, or advertising. You need one of the next two levels for that.
Level 4: Residential Specialty Plumbing Contractor (RBP)
Issued by: Residential Builders Commission (RBC), under the LLR Experience required: One year of supervised experience within the past five years Exams: PSI Residential Plumber Exam + Residential Business, Law, and Project Management Exam — $150 total Fees: $135 application + $220 license Bond: $10,000 surety bond (for projects over $5,000)
The RBP license authorizes you to independently contract for residential plumbing work exceeding $500. This is the entry point for running your own residential plumbing business — you can pull permits, sign contracts, and advertise services.
The scope is limited to residential structures (three floors or fewer, single dwelling unit).
Level 5: Mechanical Contractor — Plumbing (PB)
Issued by: Contractor's Licensing Board (CLB), under the LLR Experience required: Two years of commercial experience within the past five years Exams: PSI Commercial Plumber Exam + SC Commercial Business Management and Law Exam — $150 total Fee: $350 license fee Financial requirements: Net worth or surety bond matching your chosen license group (1-5)
The commercial Mechanical Contractor license with PB classification is the highest level. It authorizes both commercial work exceeding $10,000 and all residential work statewide. The five license groups set your maximum project value — from $35,000 (Group 1) to unlimited (Group 5).
The Progression Path
Apprentice → Journeyman (CAGC) → Master (CAGC) → RBP (RBC) and/or PB (CLB)
The typical path: accumulate experience as an apprentice, certify as a Journeyman when you have two years, work toward Master at four years, then apply for whichever contractor license matches your target market. Many business owners eventually get both the RBP and PB licenses to cover the full range of work.
