SecureAccess Washington Notary — How to Use the SAW Portal for Your Application

What the SAW Portal Is

SecureAccess Washington (SAW) is the state's unified login system for professional and business licensing. Online notary public applicants in Washington use it — the DOL routes all online commission applications, renewals, endorsement add-ons, and license management through this portal at professions.dol.wa.gov.

The portal works, but it has earned a reputation for friction. Browser compatibility issues, payment glitches, and unintuitive navigation frustrate applicants who expect a straightforward form submission. Knowing the common failure points before you start saves real time.

Setting Up Your SAW Account

Before you can apply online for a notary commission, you need a SAW account. Go to secureaccess.wa.gov and create one. You will need:

• A valid email address (this becomes your login)
• A password meeting the state's complexity requirements
• Personal identification details for account verification

Once your SAW account is active, navigate to professions.dol.wa.gov and link your SAW credentials to the Department of Licensing Professional and Business Licensing system. This connection between your SAW login and the DOL licensing portal is where some applicants get confused — they are technically separate systems using the same authentication.

Browser Requirements

SAW is notoriously particular about browser configuration. Before starting your application:

• Use Google Chrome — other browsers work intermittently, but Chrome has the most consistent behavior with the portal
• Disable pop-up blockers completely for the professions.dol.wa.gov domain. The application process opens new windows for document uploads and payment processing. A blocked pop-up can silently kill a transaction.
• Clear your browser cache if you encounter display errors or forms that will not load

If you see a blank page after login or your application form does not render, a pop-up blocker or cached redirect is almost always the cause.

The Application Workflow

Once you are logged into the DOL Professional Licensing system through SAW, the notary application follows this sequence:

1. Select application type — new commission, renewal, or endorsement add-on
2. Enter personal information — use the exact commission name you plan to use on your oath and bond
3. Upload documents — your signed surety bond and notarized oath of office (Form NP-659-009). Scan them as clear PDFs; blurry images get rejected.
4. Select endorsements — choose "Electronic Records Endorsement" if you want IPEN capability ($15 additional)
5. Pay the fee — credit card or electronic check. The base commission is $40; with electronic endorsement, $55.

The optional $5 fee for a state-printed physical certificate appears at checkout. You can skip it and print your commission certificate directly from your SAW account for free once approved.

The Payment Glitch

The most common SAW complaint: if you log out or navigate away during the payment step, the portal sometimes displays a "$0 fee due" error on your next login. This locks your application and prevents payment.

The fix: wait exactly two hours, then log back in and retry the payment. The portal's session management clears the stale transaction after that window. Do not create a new application while the stale transaction is clearing; if the error persists after the reset, follow the DOL's support instructions.

After Submission

Online applications through SAW typically process in 10–14 business days. You can check your application status by logging back into professions.dol.wa.gov and navigating to your license dashboard.

Once approved, your commission certificate becomes available in your SAW account. Download and save the PDF — you will need a copy of the certificate before any stamp vendor will manufacture your seal (WAC 308-30-080 prohibits stamp production without proof of an active commission).
