Philadelphia Plumber License Requirements: eCLIPSE Portal, Fees, and Steps

Philadelphia runs one of the most structured municipal plumbing license programs in Pennsylvania. The Department of Licenses and Inspections (L&I) administers three trade tiers, each with specific experience thresholds, exam requirements, and annual renewal obligations. Getting any of these wrong — submitting on the wrong portal, missing an insurance threshold, or letting a renewal lapse past the grace period — delays your career by months.

The Three License Tiers

Apprentice Registration

Anyone learning the plumbing trade in Philadelphia must register as an apprentice with L&I. Requirements are straightforward: you must be at least 16 years old and provide written certification from a Philadelphia-licensed master plumber confirming your employment. The registration fee is $25.

One detail that catches people: if you change employers, you need to register again under your new supervising master. Your apprentice status is tied to a specific master plumber, not to you independently.

Journeyman License

To advance to journeyman, you need at least four years of registered apprenticeship in Philadelphia (or approved equivalent experience from another jurisdiction) and a passing score on the ICC-administered Journeyman Plumber Examination.

The exam is 75 multiple-choice questions over 3 hours, administered as a closed-book, computer-based test through Pearson VUE. You need 75% to pass. Topics cover plumbing fixtures, traps, interceptors, cleanouts, drainage, venting, and water distribution.

The initial license fee is $126, with annual renewals at $126. Late renewals beyond 60 days incur a 1.5% monthly penalty. Your license application must be submitted within 12 months of passing the exam.

Master Plumber License

The master license is the credential that unlocks permit-pulling authority and independent contracting. You need at least one year as a Philadelphia-registered journeyman (or approved equivalent out-of-jurisdiction experience) and passage of the Philadelphia Master Plumber Exam.

The master exam is 100 questions over 4 hours, also closed-book through Pearson VUE. It covers advanced system design, administrative procedures, plan reading, and code calculations. The passing threshold is 75%.

Fees: $303 initially (including a non-refundable $50 application fee) and $253 for annual renewals. A 2.10% credit card processing fee applies on all payments through eCLIPSE.

The eCLIPSE Portal

All Philadelphia trade license applications go through the eCLIPSE online portal. Paper applications are not accepted. This is where you submit your apprentice registration, journeyman application, master application, and annual renewals.

Before submitting, confirm you have: a valid driver's license or state ID, a 2" x 2" color photo, your supervising master's license number (for apprentice/journeyman), and proof of insurance (for master applicants).

Insurance and Tax Requirements for Master Plumbers

Philadelphia's insurance thresholds for master plumbers are significantly higher than the state HICPA minimums:

• General liability: $500,000 per occurrence (HICPA requires $50,000 each for personal injury and property damage)
• Automobile liability: $300,000
• Workers' compensation: $100,000 per accident, $100,000 per employee, $500,000 policy limit

Before pulling permits, master plumbers must also register for a Business Income and Receipts Tax (BIRT) ID and secure a Commercial Activity License (CAL) — which is free but mandatory. You must be current on all City of Philadelphia taxes to maintain your trade license.
