Pennsylvania Plumber Insurance Requirements: HICPA vs Municipal Thresholds

Insurance is where many plumbers discover that meeting the state minimum is nowhere close to meeting their local requirements. Pennsylvania's two-layer regulatory system creates a gap between what HICPA demands and what municipal licensing offices actually require — and submitting a master plumber application with insufficient coverage is a guaranteed rejection.

The HICPA Baseline

The Home Improvement Consumer Protection Act requires minimums of $50,000 for personal injury and $50,000 for property damage. This is the floor for any contractor doing residential work over $5,000 per year.

For plumbers operating as sole proprietors doing small residential jobs in municipalities without their own licensing requirements, HICPA's $50,000-each personal-injury and property-damage minimums may be the only insurance threshold they need to meet. But the moment you apply for a master plumber license in any major municipality, those minimums become irrelevant.

Municipal Insurance Requirements

Municipal licensing offices set their own insurance thresholds, and some are higher than HICPA's. Philadelphia's requirements illustrate the scale of the difference:

Allegheny County has its own insurance requirements under Article XV of the county plumbing code. Verify the applicable limits with ACHD for the scope of work.

Other municipalities set their own numbers. Verify the applicable general-liability requirement with the local licensing office before buying coverage.

Workers' Compensation

If your business has employees, verify the workers' compensation coverage required by Pennsylvania law and your target municipality. In Philadelphia, the applicable limits are at least $100,000 per accident, $100,000 per employee, and $500,000 policy limit.

If you have no employees, verify with your target jurisdiction whether a workers' compensation exemption applies; a municipal licensing board may still require proof of coverage as a condition of the master license.

Bonds

Some Pennsylvania municipalities require surety bonds for plumbing contractors, separate from general liability and workers' compensation. Bond requirements are less common than insurance requirements at the municipal level, but they exist — particularly for larger commercial projects and public works contracts.

HICPA does not require a surety bond for residential contractor registration. If your municipality does require one, it is typically a separate filing from your insurance certificates.

Timing Insurance in the Licensing Process

Insurance certificates must be current when you submit your master plumber application. The licensing office will verify your coverage, and expired or insufficient certificates stop the application process.

The efficient approach: get insurance quotes and bind coverage before you apply for the master license. Insurance takes days to weeks to arrange (longer if your loss history is complicated), while the license application itself has its own processing timeline. Running these in sequence instead of parallel adds unnecessary months to the process.

When comparing quotes, make sure the policy explicitly covers plumbing contracting work. A generic commercial liability policy may not satisfy a municipal licensing board if the certificate does not specify the covered trade.
