The ICC-to-PSI Transition

Nebraska transitioned its exam delivery from the International Code Council (ICC) to PSI on October 1, 2023. If you're reading older guides or forum posts that reference ICC testing, those are outdated. PSI is the sole authorized testing partner, and the exam format changed with the switch.

Many third-party prep sites still publish the old exam parameters — 80 questions, 4-hour limit, 70% passing score. Those numbers are wrong for Nebraska's current exams.

Current Exam Format

The journeyman electrician exam is:

• 50 questions, open-book format
• 3-hour time limit
• 76% passing score (you need at least 38 correct answers)
• Covers the 2023 National Electrical Code (adopted statewide August 1, 2024), basic electrical theory, the Nebraska State Electrical Act, blueprint reading, and emergency/fire alarm circuits

The master and contractor credentials have separate licensing exams; confirm their current format and scope in the NSED materials.

Testing Centers

All Nebraska PSI exams are conducted in person. No online or at-home testing is available. PSI operates testing centers in seven locations across the state:

• Grand Island
• Lincoln
• Norfolk
• North Platte
• Omaha
• Scottsbluff
• Sidney

This geographic spread means most candidates in western Nebraska still face a significant drive. Plan accordingly — you'll want to arrive early and not rush your open-book reference setup.

How to Register for the Exam

You cannot book directly with PSI. The process flows through the State Electrical Board:

1. Submit your completed application (credentials, experience documentation, lawful presence attestation, application fee) to the NSED
2. The Board reviews your file and verifies your eligibility
3. Once approved, the Board transmits your eligibility record to PSI
4. PSI contacts you by email with scheduling and payment instructions

The approval step is where most delays happen. Incomplete employer verification letters, missing notarization, or address discrepancies in your experience file can add weeks to the process. Applications are non-refundable once processed.

Policy 37: The Three-Strike Retake Rule

Effective July 11, 2025, Policy 37 governs exam retakes. If you fail any licensing exam three consecutive times, a mandatory 90-day waiting period kicks in before you can submit a new application to retest. A fresh application and fee are required for every attempt.

For someone launching a contracting business, three consecutive failures followed by a 90-day lockout means a business launch delay measured in months, not weeks. Passing the Board's administrative approval before ever reaching the PSI testing center is why getting the paperwork right the first time matters.
