The PEU System No One Explains Clearly

Getting your Missouri plumber license is one challenge. Keeping it active requires ongoing education — and every jurisdiction structures that obligation differently. St. Louis County calls them PEUs (Professional Education Units). Other municipalities use generic "continuing education hours." The requirements, approved topics, and carryover rules vary enough that a plumber working across the metro area can easily miscalculate what they owe.

St. Louis County: The Most Detailed CE Framework

St. Louis County enforces the most structured continuing education system in the state. Master and Journeyman plumbers must complete 12 PEUs within every three-year license cycle. One PEU equals two nominal contact hours of instruction, so 12 PEUs translates to 24 hours of coursework over three years.

Not just any coursework qualifies. At least 3 of those 12 PEUs must be "Core Curriculum" — classes specifically covering the current St. Louis County Plumbing Code. The remaining 9 PEUs can come from broader Board-approved subjects: OSHA safety practices, firestopping, water treatment systems, backflow prevention, or other trade-relevant topics.

The carryover rule is where plumbers frequently get tripped up. St. Louis County allows you to carry over up to 4 PEUs (8 hours) to the next renewal period. That sounds generous, but those carried-over units only apply toward your overall 12-PEU target. They cannot satisfy the mandatory 3 PEUs of Core Curriculum for the new cycle. You still need fresh Core classes every period.

If you hold multiple licenses issued under the St. Louis County plumbing code, you only need to complete PEUs equivalent to one license, as long as the coursework falls within the active cycle. The county doesn't double up the requirement.

Approved Providers and Class Options

Ranken Technical College is one of the most established providers in the St. Louis area, offering both PEU-qualifying classes and specialized credentials like backflow prevention tester certification. Individual PEU classes typically run about $75 per two-hour session, though pricing varies by topic.

The St. Louis County Board of Plumbing Examiners maintains a list of approved course providers and topics. Before signing up for any class, verify it carries Board approval — unapproved coursework doesn't count toward your PEU requirement, even if the subject matter seems relevant.

Other approved providers include trade unions, contractor associations, and some equipment manufacturers who offer product-specific training that qualifies for the non-Core PEU categories.

CE in Other Missouri Jurisdictions

Outside St. Louis County, continuing education requirements are less standardized:

Kansas City should not be assumed to use the St. Louis County PEU framework. Verify current code-update and continuing-education requirements through the Development Services Department.

Springfield handles trade certifications through Building Development Services. Verify any current renewal or continuing-education requirements with the department.

St. Charles County is not described in the research as using the St. Louis County PEU framework. Licenses that expire for two or more code cycles require ICC re-testing — a separate competency verification.

Jefferson City handles renewal through its Department of Building Regulations. Verify any current continuing-education requirements with the department.

Managing CE Across Multiple Jurisdictions

If you work across St. Louis County, St. Charles County, and Kansas City, track each jurisdiction's requirements separately. St. Louis County's standard is 12 PEUs with Core requirements; its one-license PEU consolidation rule applies to licenses issued under the county plumbing code. Confirm with each other board whether it recognizes the same coursework.

Keep certificates of completion for at least two full renewal cycles. If a board questions your compliance history, having the paper trail saves you from scrambling to get providers to reissue documentation.
