The 180-Day Clock Starts at Submission

The single most important fact about the MSBOC application process: once you submit your application and pay the fee, you have exactly 180 days to complete the remaining MSBOC requirements and required PSI exams.

Miss that window and the board destroys your application. The non-refundable application fee ($400 for commercial, $50 for residential) is forfeited. You start over from scratch — new application, new fee, new 180-day clock.

This isn't a theoretical risk. The process involves multiple sequential dependencies — CPA statements, board review cycles, PSI exam scheduling — and delays at any stage compound against the deadline.

What Goes in the Application Packet

The MSBOC requires a complete packet submitted to their Jackson headquarters. Missing documents will delay your review and burn days off your 180:

Required documents:

• Completed, notarized MSBOC application form (commercial or residential)
• Financial statement required for your classification — a reviewed or audited CPA statement for commercial and mechanical classifications, or a dated GAAP balance sheet for residential
• Three references, including at least one bank reference
• Certificate of general liability insurance ($300,000/$600,000) with MSBOC as certificate holder
• Certificate of workers' compensation insurance (if you employ five or more workers)
• Proof of Mississippi Secretary of State registration for LLCs and corporations
• State sales tax or use tax number from the Mississippi Department of Revenue (required before license issuance for commercial operations)
• Qualifying party employment verification (recent pay stub, W-2, or SOS listing)
• Application fee: $400 commercial, $50 residential

Every required document must be current. An insurance certificate that expires next month, a CPA statement from 13 months ago when a CPA statement is required, or a lapsed SOS registration will trigger a rejection or delay.

Board Review Timeline

The MSBOC processes applications on two tracks:

Routine applications — complete, straightforward packets are pre-screened by staff and processed on a weekly basis. Approved licenses are typically issued the following Wednesday. This is the fast track, and it's available to any applicant who submits a clean, complete packet.

Complex applications — applications requiring major review (unusual entity structures, classification changes, reciprocity requests) go to the full board at quarterly meetings held on the second Wednesday of January, April, July, and October. Applications must be received at least 30 days before these meeting dates.

The difference between these two tracks can be weeks or months. Submit a clean, complete packet and you'll likely get weekly processing. Submit an incomplete packet or an unusual request and you'll wait for the quarterly cycle.

Exam Scheduling After Approval

After the board approves your application, MSBOC transmits your information to PSI Services. PSI emails you a confirmation notice with instructions to book your exam slots and pay the $120 per-portion fee.

This handoff isn't instant. Budget a week or two between board approval and receiving your PSI eligibility notification. Then you need to find available exam dates at a PSI testing center — popular dates fill up, especially around the quarterly board cycle when multiple applicants are approved simultaneously.

Once scheduled, you're taking two exams unless reciprocity waives the trade exam:

• Mississippi Law and Business Management: 50 questions, 120 minutes, 70% to pass
• Plumbing Trade Exam: 70 questions, 180 minutes, 70% to pass

Both are open-book and cost $120 per attempt when taken.

Common Reasons Applications Get Rejected or Delayed

Incomplete documentation. The number one delay. A missing reference letter, an expired insurance certificate, or a CPA statement with the wrong date forces a round of back-and-forth correspondence.

CPA statement issues. For commercial and mechanical classifications, the MSBOC only accepts reviewed or audited statements — compiled statements are rejected outright. The statement must show net worth at or above the threshold ($20,000 for plumbing specialty, $50,000 for mechanical). Residential applications use a dated GAAP balance sheet showing $20,000 net worth; a formal CPA review is not strictly mandated.

Entity registration problems. Your LLC or corporation must be in active, good-standing status with the Mississippi Secretary of State. A lapsed registration or a pending annual report can hold up the application.

Name mismatches. The business name on your application must match your SOS registration, insurance certificates, and CPA statement exactly. The MSBOC's Exact Name rule is strictly enforced — any discrepancy triggers a delay.

Missing qualifying party verification. The board needs proof that your designated qualifier is actively employed by the business. A W-2 from last year or a pay stub from the wrong entity will be questioned.

How to Protect Your 180-Day Window

The safest approach: don't submit the application until every supporting document is in hand and current.

• Start the CPA process 60 to 90 days before submission when your classification requires a CPA statement; it costs $1,500 to $3,000
• Secure your insurance certificates and confirm MSBOC is listed as certificate holder
• Verify your SOS registration is active and matches your intended business name exactly
• Collect your three references in writing
• Get your qualifying party's employment verification document
• Order your study materials (NASCLA guide, IPC code book) before you apply so you can begin exam prep immediately after submission

Once everything is assembled, submit the packet and begin exam preparation the same week. Schedule your first exam as early as PSI allows. That gives you maximum buffer for retakes if needed.
