Mississippi HVAC Permit Requirements

Mississippi doesn't have a uniform statewide residential building code enforced across all 82 counties. Instead, mechanical permitting authority is decentralized — each incorporated city runs its own building department with locally adopted codes, unique submittal requirements, and independent fee schedules. Rural counties may have no building department at all, while cities like Jackson, Gulfport, and Tupelo enforce strict permit and inspection protocols.

Jackson: ViewPoint Cloud Portal + Physical Plans

The Jackson Building Permit Division enforces the 2018 International Mechanical Code (IMC) and the 2018 International Residential Code (IRC).

As of 2026, Jackson uses the ViewPoint Cloud Online Permit Portal for electronic permit submissions. But here's the catch: you also need to deliver two sets of physical, scale plans and a detailed specification sheet directly to the Building Permit Division on the 3rd floor of the Warren Hood Building (200 S. President St., Jackson, MS 39201). Digital-only submissions don't satisfy the requirement.

Jackson mechanical permits are valid for 180 days from issuance. Work must begin within six months, and any continuous gap in site activity exceeding 180 days voids the permit — forcing a full reapplication.

Jackson doesn't publish a standardized mechanical permit fee schedule online. You need to call the Building Permit Division at (601) 960-1160 to calculate project-specific fees.

Jackson relies on state licensure verification and requires no local license or permit bond.

Gulfport: Coastal Construction + Manual J

Gulfport Building Code Services enforces the 2018 IMC and the 2018 International Energy Conservation Code (IECC). The coastal location adds extra layers.

HVAC permit applications must be submitted via PDF and include:

• Manual J load calculations
• Manual S equipment sizing sheets
• A supply and return duct layout plan
• A complete riser diagram with gas piping, shutoffs, and demand calculations
• An original owner affidavit if the project uses homeowner-builder exemptions

For mechanical projects exceeding $15,000 in total valuation, Gulfport requires the contractor to record a Notice of Commencement with the Harrison County chancery clerk and file a copy with the building department before scheduling the first rough-in inspection.

For HVAC installations on pre-FIRM structures (built before 1971) in a FEMA flood zone, you must submit a FEMA Substantial Improvements Package and a current elevation certificate verifying that the condenser and ductwork are positioned above local Base Flood Elevations (BFE). This comes up more often than you'd expect on the Gulf Coast.

Tupelo: The $10,000 Bond and September 30 Expiration

The Tupelo Department of Development Services requires a $10,000 License and Permit Bond filed in the name of the individual qualifying the company. The bond must carry a fixed expiration date of September 30 of the active fiscal year — regardless of when you file it.

Tupelo verifies state credentials and accepts either an active MSBOC Certificate of Responsibility or proof of passing an ICC Master Mechanical exam as the basis for local licensing.

Under Mississippi Code Annotated § 27-17-457, contractors licensed in another Mississippi municipality don't need to purchase a separate Tupelo privilege license — as long as they don't operate a permanent physical location within Tupelo city limits.

Other Municipal Requirements

• Ridgeland: $5,000 license and permit bond, requires a photocopy of the active state COR, and local subcontractor registration requires presenting a physical photo ID in person.
• Brandon: $10,000 surety bond, active CGL certificate required. Starting work before obtaining the permit triggers a penalty of five times the normal permit fee.
• Southaven: $10,000 bond for mechanical, plumbing, and electrical trade contractors. Enforces a local privilege license tax.
• DeSoto County: $5,000 bond for mechanical contractors covering unincorporated county areas.

The Three-Phase Inspection Sequence

Most Mississippi municipalities that enforce building codes follow a three-phase inspection protocol:

1. Rough-in inspection. Conducted after ductwork, refrigerant lines, and electrical connections are installed but before walls, ceilings, or structural chases are closed. The inspector checks line routing, duct sizing, and support spacing.

2. Pressure and leak testing. The inspector verifies the physical integrity of the refrigerant circuit and gas piping through static pressure tests before the system is charged and commissioned.

Skipping directly to the final without scheduling the intermediate inspections — or concealing work before the rough-in inspection — is a code violation that can result in mandatory teardown of finished surfaces to expose the work for inspection.

The Penalty for Skipping the Permit

Working without a required mechanical permit carries real financial consequences in Mississippi. Jackson County, for example, imposes a penalty equal to five times the normal permit fee for commencing work before obtaining the permit. Brandon enforces the same multiplier.
