Louisiana Home Daycare Health and Safety Requirements

Health and safety compliance is the single area where Louisiana home daycare providers face the most inspection deficiencies. The rules span everything from immunization recordkeeping to refrigerator temperatures, and LDOE and OSFM evaluate these requirements during required inspections.

Immunization Requirements

Every child enrolled in your FCC home should have current immunization documentation in the enrollment file. Accepted documentation may include the child's official immunization card or a printout from the Louisiana Immunization Network for Kids Statewide (LINKS) system; confirm with LDOE before the first day of care which records and exemption documentation it currently accepts.

If a parent claims an exemption, confirm with LDOE which current state documentation is required and keep it in the child's file.

Update immunization files whenever a child receives new doses. During inspections, LDOE staff may review individual enrollment folders and immunization documentation.

Emergency Preparedness

Your home must have a written emergency evacuation plan that addresses fire, severe weather, and other emergencies. The plan should be:

• Posted where caregivers can access it during care hours
• Reviewed with all household members and any support staff
• Practiced through documented fire drills at the interval required by your applicable LDOE/OSFM checklist

The evacuation plan should include a designated meeting point outside the home, emergency contact numbers, and procedures for children with special needs or mobility limitations. Keep a portable emergency kit with first aid supplies, a flashlight, children's medications, and copies of enrollment/emergency contact forms.

Sanitation and Environmental Safety

LDOE and OSFM inspectors evaluate the physical environment for:

• Refrigerator temperature — must be at or below 40°F, verified with an internal thermometer
• Water heater temperature — set at or below 120°F to prevent scalding
• Cleaning supplies and medications — stored in locked cabinets or out of children's reach
• Electrical outlets — covered with safety plugs in all areas accessible to children
• Smoke detectors — working units on every floor of the home
• Fire extinguisher — current inspection tag, mounted in an accessible location
• Carbon monoxide detector — required if the home has gas appliances or an attached garage

Bathrooms used by children must be sanitized daily. Diaper changing areas need a nonporous surface that's disinfected after every use. Handwashing must occur before meals, after diapering, after outdoor play, and after contact with bodily fluids.

Medication Administration

If you administer any medication to enrolled children — including over-the-counter products like sunscreen, diaper cream, or fever reducers — you must complete a Medication Administration Training course through an LDOE-approved Child Care Health Consultant. This certification renews every two years.

Each medication requires a signed parent authorization form specifying the drug name, dosage, schedule, and duration. Log every administration with the time, dose, and your initials. These records are auditable.

Pool and Water Safety

If your property includes a pool, spa, or any open water feature, it must be secured with a fence at least five feet high with a self-closing, self-latching gate. Children must never have unsupervised access to any body of water. Even wading pools require direct, continuous supervision with no other duties during water play.

Staying Ahead of Inspections

The most reliable way to avoid deficiencies is to run your own inspection using the same checklist LDOE uses. Walk through your home at child height — every drawer, cabinet, and electrical outlet a toddler can reach. Check expiration dates on fire extinguishers and CPR certifications. Verify that your fire drill log is current and your immunization files are complete.
