The Unemployment Insurance Account Requirement

Every construction contractor in Iowa — including HVAC contractors — must hold an active Unemployment Insurance (UI) account number from Iowa Workforce Development before the state will process a contractor license application. This catches nearly everyone off guard: the requirement applies even if you're a sole proprietor with zero employees.

The logic behind it is straightforward from the state's perspective. Iowa Code Chapter 91C requires contractor registration to verify compliance with tax and workers' compensation laws. The UI account is the state's mechanism for tracking that compliance. Without it, DIAL can't process the joint contractor application, and your licensing paperwork stalls.

How to Get the Account Number

You set up the UI account through Iowa Workforce Development's myIowaUI portal at myiowaui.org. The process involves:

1. Creating an employer account (even as a no-employee sole proprietor)
2. Providing your Federal EIN, business entity type, and start date
3. Receiving your Iowa UI account number

The account number is what DIAL needs on the joint contractor application. Keep it accessible — you'll reference it on every renewal cycle.

Chapter 91C: What It Actually Requires

Iowa Code Chapter 91C governs construction contractor registration through DIAL's Division of Labor. Any individual or business performing construction work (including HVAC installations and repairs) must register if their annual construction earnings reach or exceed $2,000.

The registration is separate from the PMSB trade license. The PMSB license proves you have the technical skills. The Chapter 91C registration proves your business meets state tax and insurance requirements. Iowa merged these into a single joint application to reduce paperwork — you file once through DIAL and receive both the PMSB contractor license and the "C"-prefix contractor registration number.

Self-employed contractors earning less than $2,000 per year, or performing strictly independent labor without collaborating with other contractors, can submit a signed, notarized Fee Exemption Form to waive the $150 registration portion. But most active HVAC contractors will clear the $2,000 threshold within their first few jobs.

Common Rejection Reasons

Joint applications stall for predictable reasons:

• Missing UI account number — the most common issue. Applying for the contractor license before setting up the Workforce Development account guarantees a delay
• Corporate name mismatch — the business name on the DIAL application must match the name filed with the Iowa Secretary of State. An LLC registered as "Smith Mechanical LLC" won't match an application filed under "Smith HVAC"
• Incomplete insurance documentation — the $500,000 public liability certificate must list DIAL's specific address as the certificate holder, and the $5,000 surety bond must name "Iowa customers" (not the State of Iowa) as the protected beneficiaries

The Registration Timeline

The joint contractor application fees are prorated on the same three-year cycle as individual licenses (currently July 2026 through June 2029). Filing in Year 1 costs $400 total ($250 for the PMSB contractor license, $150 for the DIAL registration). Filing later in the cycle costs less, down to $66.75 if you apply between January and April of Year 3.

A strategic note: if you apply between May 1 and June 30 of Year 3, the "hybrid rule" kicks in — you pay the remaining prorated fee for the current cycle plus the full renewal fee for the next cycle, so you're covered through the end of the following three-year term.
