Iowa doesn't have automatic license reciprocity with any state — but several of its existing experience-based waivers align well with the profile of a military spouse who has taught across multiple duty stations.

Here's how Iowa's system works for you, and where the leverage points are.

The Standard Reciprocity Path

Iowa processes all out-of-state credentials through an individual transcript review conducted by the Board of Educational Examiners (BoEE). They compare your preparation program's coursework against Iowa's endorsement standards and issue one of three outcomes:

1. Full reciprocity → Standard Teaching License if your preparation is complete, you hold a valid non-emergency license, and you have three or more years of teaching experience.

2. Regional Exchange Teaching License (two years) if the review identifies coursework gaps. You teach full-time while completing the missing courses.

3. Initial Teaching License if you meet all preparation standards but have limited teaching experience.

Experience-Based Waivers That Help Military Spouses

3-year testing exemption: If you can document three or more years of successful, fully-licensed out-of-state teaching experience, you're exempt from submitting state licensing exam scores. You don't need to take Iowa's required assessments. For a military spouse who has taught at two or three duty stations, this threshold is often already met.

5-year + master's degree coursework exemption: Five years of experience plus a master's degree in education exempts you from any coursework deficiency requirements. The BoEE's transcript review may identify gaps, but this waiver overrides them — your coursework is accepted as sufficient.

10-year experience exemption: Ten or more years of teaching experience exempts you from all coursework deficiency requirements, regardless of degree level. This is the most powerful waiver and applies to seasoned military spouses who have maintained their teaching career through multiple relocations.

Background Check Considerations

Iowa requires its own background check through the BoEE — previous background checks conducted for other states, military installations, or DoD schools don't transfer. You'll need to complete Fieldprint electronic fingerprinting (code FPIABdEdExaminers) and pay the $35 state fee plus $34.35 Fieldprint fee.

DoD and DoDEA Teaching Experience

Make sure you have documentation: official verification letters from DoDEA confirming your teaching assignments, grade levels, subject areas, and dates of service. Keep this with your application materials so the BoEE can determine how the experience applies.

Timeline Considerations for PCS Moves

The BoEE recommends submitting applications at least eight weeks before your employment start date. For a military spouse arriving at a new duty station, this means starting the Iowa certification process before you relocate — or as soon as orders are confirmed.

Steps you can begin before arriving in Iowa:

• Order official transcripts from all institutions
• Gather experience verification letters from previous employers
• Complete mandatory reporter training (child abuse and dependent adult abuse, through Iowa's Department of Health and Human Services)
• Set up your BoEE portal account

The Fieldprint fingerprinting needs to happen at an authorized location, which may require waiting until you're in the area — but everything else can be done remotely.

If your complete application is submitted and you have a teaching position waiting, the BoEE's Executive Director can issue a 90-day temporary permit that lets you begin teaching while the full background check processes.
