Who the Literacy Mandate Affects

Indiana's Science of Reading mandate (IC 20-28-5-19.7) landed on July 1, 2025, and it changed the licensing equation for a specific group of educators. If you're pursuing an initial license, the mandate applies to you for:

• K-6 Elementary Generalist
• P-3 Early Childhood
• Special Education (all grades)

Secondary-only teachers (grades 5-12) in subject areas like math, science, or social studies are not affected, unless they're adding an elementary or special education endorsement to their license.

The mandate requires two things: completing approved Science of Reading coursework and passing the Praxis 5205: Teaching Reading — Elementary exam.

The Praxis 5205 Exam

The Praxis 5205 is a 150-question, selected-response exam covering phonological awareness, phonics, fluency, vocabulary, comprehension, and assessment of reading development. Indiana requires a minimum passing score of 159.

The exam costs $156 and is administered through ETS, either at a physical testing center or through ETS's remote proctoring option. Register at the ETS Praxis portal and use Indiana's state recipient code 7238 so your score transmits directly to LVIS 360.

This exam is substantive. It tests applied knowledge of evidence-based reading instruction, not just theory. Candidates who haven't studied structured literacy approaches specifically — those coming from whole-language or balanced-literacy backgrounds — typically need focused preparation.

The Professional Educator License Extension (PELE)

Here's the safety valve the state built in: if you meet every other requirement for initial K-6 or special education licensure but haven't yet passed Praxis 5205, you can receive a one-year Professional Educator License Extension.

The PELE is non-renewable. It lets you teach for one school year while you prepare for and pass the exam. If you don't clear the Praxis 5205 within that year, your license path stalls until you do.

The PELE exists because the state recognized that the Science of Reading mandate represents a genuine shift in what's expected of elementary and special education candidates. But it's a one-time bridge, not a workaround.

The Early Literacy Endorsement and Renewal

The mandate doesn't just affect new candidates. Under Senate Enrolled Act 1 (2024), current K-5 and special education teachers whose licenses expire on or after July 1, 2027, must add the Early Literacy Endorsement to their license to qualify for standard renewal.

The endorsement requires both the approved Science of Reading coursework and the passing Praxis 5205 score. Teachers whose licenses expire on or after July 1, 2027 and who haven't earned it face a blocked renewal — the state may issue a temporary one-year waiver extension under IC 20-28-5-19.8 on a case-by-case basis, but there's no guarantee.

Free Coursework Through Keys to Literacy

The IDOE is funding free Science of Reading coursework through Keys to Literacy to help current educators earn the Early Literacy Endorsement. The enrollment window runs from July 1, 2026, through June 1, 2027.

This is state-sponsored professional development at no cost. If you need the endorsement for renewal and you're within this window, enroll before the funding runs out. The coursework is designed to align with the Praxis 5205 content, so completing it serves double duty — it satisfies the coursework requirement and prepares you for the exam.

Testing Strategy

The 28-day waiting period between Praxis retakes applies to the 5205. If you don't pass on your first attempt, you can't reschedule for nearly a month.

Two features soften the financial blow. First, the Praxis Bridge option: if your score falls within one Standard Error of Measurement of the passing threshold, you may be eligible to complete a structured online learning module through ETS in lieu of a full retake. Eligibility appears automatically in your ETS portal after score release.

Second, the "Free After 3" policy: if you fail three paid attempts on the same exam, ETS provides free retake vouchers valid for six months.

For candidates planning their full testing sequence: take Praxis 5205 early. If you need it and don't pass, the retake wait time and study gap can delay your entire application by months. Schedule your content-area exams (elementary Praxis 5006 or special education Praxis 5355) for separate testing windows so you're not studying for multiple high-stakes exams simultaneously.
