The Bundle Problem
National notary supply companies sell packages ranging from $95 to $315. They bundle your stamp, journal, bond, and course together — sometimes with extras like desk signs, thumbprint pads, and embosser seals. The pitch is convenience, but the reality is that many items in these bundles are either unnecessary or actively wrong for Illinois.
The thumbprint pad, for example, is useless. Under 14 IAC 176.910, Illinois notaries are prohibited from recording biometric data (including thumbprints) in their journals. A bundle that includes a thumbprint pad is selling you a tool that creates a compliance violation if you use it.
Here's what you actually need, and where to get each piece without overpaying.
The Official Stamp
What it must be: Rectangular, maximum 1 inch by 2.5 inches, black ink, milled or serrated border. Must display your full legal name (matching your commission certificate), "Notary Public," "State of Illinois," your commission expiration date, and your commission number.
Where to buy: Any authorized notary supply vendor — the American Association of Notaries, ProStamps, AllState Notary Supplies, or similar. You can also order from general office supply companies that produce custom stamps, as long as you verify the specifications match Illinois requirements.
Typical cost: $15–$30.
Important: You cannot order the stamp until you have your commission certificate in hand. Vendors require a copy before manufacturing.
The Journal
What it must be: A bound book with permanent adhesive or sewing for a tangible journal — not a spiral, loose-leaf, or three-ring binder — or a compliant electronic journal. Physical journal pages and entry lines must be consecutively preprinted with numbers.
What it must not have: Dedicated fields for thumbprints, driver's license numbers, passport numbers, or Social Security numbers. Standard journals from national suppliers often include these fields — filling them in violates Illinois law.
Where to buy: The safest approach is to buy a plain bound journal that doesn't pre-print prohibited fields, or use one specifically designed for Illinois compliance. Some providers sell "Illinois-specific" journals, but verify the layout before purchasing.

The Surety Bond
What it must be: A $5,000 surety bond from a company licensed in Illinois, covering the applicable commission term. The name must match your driver's license exactly.
Where to buy: Any licensed surety company. The NNA, AAN, SuretyBonds.com, and independent insurance agents all sell notary bonds. Shop around — premium pricing varies.
Typical cost: About $30 on average, with provider pricing varying.
SB 1573 note: If you're adding an electronic commission, you'd normally need to upgrade to a $30,000 bond. Through July 24, 2028, the additional $25,000 is waived — your standard $5,000 bond covers both commission types.
What You Don't Need
- Embossing seal: Illinois requires a rubber ink stamp, not an embosser
- Thumbprint pad: Prohibited data under 14 IAC 176.910
- Desk sign or ID badge: Optional marketing — not a legal requirement
