The Portal Is the Only Path for Residents

Since August 1, 2024, the Secretary of State's online notary portal is mandatory for all Illinois residents. You can't mail in a paper application unless you qualify for a physical or technical hardship exemption — or you're an out-of-state applicant from a bordering state. Everyone else goes through the portal.

That's a good thing, because online submissions process in 1 to 3 business days. Paper applications average 5 to 8 weeks.

What You Need Before You Start

The application requires three uploads, and the portal won't let you proceed without all three:

1. A copy of your Illinois driver's license or state ID. The name and residential address on this ID must match your application exactly. Not close — exactly. A discrepancy between your ID address and the address you type into the portal triggers an automatic rejection from the Index Department.

2. Your signed surety bond. This is the $5,000 bond from a licensed surety company. The bond name must also match your ID. Download the completed bond form from your surety provider, digitally sign it, and have it ready as a legible electronic file.

3. Your course completion certificate. After completing the mandatory 3-hour approved course and passing the 50-question exam (85% threshold, three attempts), your provider issues a certificate with a unique provider certification number. This certificate is valid for two years.

If you're a renewing notary who qualifies for the legal exemption — licensed attorneys in good standing with ARDC, current judges, or employees of licensed attorneys or courts — you submit Form I-279 and your ARDC documentation instead of the course certificate.

The Background Check Question

Illinois doesn't require you to schedule a separate fingerprint appointment or pay for a UCIA background screening upfront. When you sign the application, you authorize the state to conduct a background check if it deems one necessary.

This confuses people because commercial signing agent certifications (an entirely separate, private credential) do require their own background screenings. The state commission process doesn't.

The Digital Oath of Office

Online applicants complete their oath digitally within the portal. You affirm under penalty of perjury that all statements in your application are true, complete, and correct. No separate trip to a courthouse, no finding another notary to witness your oath — it's built into the online workflow.

Paper applicants and non-residents still need to execute their oath before a commissioned notary in person, per Section 2-104 of the Notary Public Act.

Fees

The traditional application fee is $15, paid through the portal's payment system. If you're simultaneously applying for an electronic notary commission, the additional $25 fee is waived through July 24, 2028, under Public Act 104-0621.

After You Submit

Once the Index Department approves your application, they email a secure link to download and print your official commission certificate. Your commission activates on the date listed on that certificate. Hold onto this document — vendors require a copy before they'll manufacture your customized stamp.

If your application is rejected, it's almost always one of these:

• Name on the bond doesn't match the driver's license
• Residential address on the application doesn't match the ID
• Course certificate is expired (older than two years)
• Bond document was uploaded unsigned

Follow the Index Department's instructions to correct and resubmit the application.
