Connecticut Home Daycare Startup Costs

The OEC application fee is $40. That number shows up on every "how to start a daycare" list and creates a false sense of how cheap this is. Actual out-of-pocket costs vary widely — from screening and training to home modifications and insurance — depending on how much your home already meets code.

The Fixed Costs Everyone Pays

These apply regardless of your home's condition:

OEC licensing application fee — $40. Non-refundable, paid when you submit your application packet to the Division of Licensing in Hartford. Care 4 Kids reimburses this fee once you complete provider enrollment.

Fingerprinting and background checks — $30 to $75 per adult. Every household member aged 18 or older needs state and national criminal history checks, a DCF abuse registry search, and a sex offender registry search. A two-adult household pays $60 to $150 total. Processing can take over 90 days, so this is the first expense in the timeline.

Pediatric First Aid and CPR — $50 to $100. Must be completed in-person through an approved provider like the American Red Cross or American Heart Association. Recertification is typically required every two years.

OEC Health and Safety Orientation — free. Completed online through the Connecticut Early Childhood Professional Registry. No cost, but it does take several hours.

Variable Costs That Depend on Your Home

Water testing — $100 to $300. Public water systems need lead-safe test results. Private wells require bacterial and chemical testing through a state-certified lab, repeated annually. If you're in a pre-1978 home, lead remediation could push this cost significantly higher — budgets of $1,500 or more aren't unusual when paint abatement is involved.

Safety equipment — $150 to $400. Outlet covers, cabinet locks, toilet latches, safety gates, a mounted fire extinguisher (no higher than 5 feet), smoke detectors on every level, and CO alarms. Most of this is available at hardware stores, but it adds up across an entire home.

Outdoor play area fencing — $200 to $1,000+. The OEC requires a fenced outdoor play yard with fencing at least 4 feet high. If you already have a fenced yard, cost is zero. If not, materials and installation for a basic section of fence can run into four figures.

CPSC-compliant cribs — $100 to $300 each. Every infant needs an individual crib meeting current Consumer Product Safety Commission standards. No drop-side rails, no second-hand cribs manufactured before June 28, 2011. Budget for at least two if you plan to serve infants.

Childcare liability insurance — $500 to $2,000 per year. Standard homeowner's policies exclude business activities on the premises. You need a specialized childcare general liability policy. The Hartford and Tom Copeland's provider resources are common starting points. If you rent, your landlord can require you to add them as an additional insured under Public Act 23-142.

Costs People Forget

Medication Administration Training — $50 to $150. Not required at initial licensure, but you cannot administer any medication (including diaper ointment from a tube that requires a prescription) without this certificate. Most providers complete it within the first year.

Fire marshal inspection fees — $0 to $100. Some municipalities charge for a residential fire safety inspection; others don't. Call your local fire marshal's office before budgeting.

Ongoing annual costs — $600 to $2,500. License renewal is $40 every four years. But annual expenses include insurance premiums, CPR recertification, continuing education, well water retesting if applicable, and replacement of worn safety equipment.
